Reading some of the submissions on the above, it is unclear to me whether

  1. There is sufficient demand for extra office accommodation at this time
  2. The States should be acting as a developer when they could presumably sell the land to a third party who would already have building experience and financial 'savvy' and the States would be guaranteed a profit rather than taking a risk

However, my suggestion would be to consider building the new Hospital on this site. The present hospital site could then be reserved for future office development should the demand be shown to be needed. It would provide a breathing space for further consideration to take place. As the 'Plan' has been ongoing for 7 years already a few more would not hurt.
