Thank you for asking us to submit our views in relation to the transfer of Fisheries and Aquatic Resources from the Minister of Economic Development to the Minister for the Environment.
The Aquaculture Industry has been suggesting a more clarified situation for a number of years as having the Fisheries Section under effectively two Ministers has led to lengthy delays in concession applications and a large duplication of work which at the end of the day is costly to Government.
While the day to day administration of the Fisheries and Aquaculture Industries can easily be carried out by the Environment Department it does make sense for economic issues to stay under EDD. If business needs economic advice or help it is logical that it would approach the Economic Department.
Over the years that I have been involved with Aquaculture and Fisheries we have seen a demise in communication and clarity to what used to be a strong Fisheries Department at Howard Davis Farm.
I do feel that it has been difficult for staff knowing exactly which legislation falls under which Ministerial Department resulting in delays.
