Whilst I agree with the minister that charges should be brought in for Nursery schools, I can't understand as to why this charge is only going to be applied to parents with children at Private Nurseries and not for those who have children at States run Primary School Nurseries.

Being fair minded, this appears to suggest discrimination and I started searching the relevant Law - Link - https://www.jerseylaw.je/Law/display.aspx?url=lawsinforce%2Fhtm%2FLawFiles%2F2013% 2FL-10-2013.htm – refer to Article 21 – only?

The Discrimination Law prohibits discrimination in the treatment of school students in relation to the offer of a place at the school as well as the way in which the student is treated1. A school is any institution which provides full or part-time education2 and covers both the public and private sector.
