The school nursery classes must be included in this review, at present it appears that they would be left under the auspices of the Minister for Education despite being non statutory education. This move would ensure parity for children. Should the review accept the present position that the school nursery classes work under the Education Law both the Day Care of Children Law and the Education Law would need to be changed. This would lower the starting age for school to 3yrs.

JEYA is also concerned that there seems no suggestion to support the professional development of the Highlands students who graduate holding a BA in Early Childhood Studies. The only path available to them is to do the Post Graduate Certificate in

Education to become teachers. These students should be offered a post graduate certificate in child care and development (a licence to practice) so allowing them parity with teachers when care and education is offered to under 5yr olds in all settings but

particularly in school nursery classes.
