Not for the first time I wish to make the point that fiddling about with titles, districts, etc will not, of itself, bring about any noticeable makeup of the States Assembly, and will not therefore make any significant difference to the way the Island is governed - or as at present, not governed!
Firstly, and imperatively, jersey MUST introduce a fair voting system, based on one man - one vote. Far and away the most appropriate system is the Single Transferable Vote, in which EVERY VOTER will see their ballot paper end up in the 'box' of an elected candidate. Above all. it will stop the nonsense - if not illegality - of some residents having more votes than others, and also stop block votes ensuring a group are voted in rather than individuals. THIS IS FUNDAMENTAL.
It is not difficult to organise, as the voting papers will look exactly as always. This simple difference is that voters are requested to number the candidates in order of preference instead of just ticking (or crossing) the boxes. Counting may take an hour longer, but who cares for the right result.
Secondly, a practical observation, but one which will ensure many people will not attend hustings, is that if you have fewer constituencies there will inevitably be more candidates per constituency. The hustings will have a crowded stage, and the meetings will last for hours while achieving very little. If you haven't witnessed this at a Senatorial hustings then you are not equipped to argue!!!
