Apologies for late response. Please see answers below in order of the letter received.

  1. The impact will depend on how the tests are delivered but undoubtedly the introduction of testing will remove many cars from our roads in the first year to 18 months and should logically stimulate car sales as a result. Aftersales should also see a slight upturn in business as people will have to ensure their cars are roadworthy.
  2. Testing will definitely increase road safety and will definitely improve air quality as well.
  3. I believe the cost should be circa £50 and £25 for a retest.
  4. I believe that the testing should definitely be carried out by either the States of Jersey or franchised to one independent operator as in Ireland, Italy etc. I do not believe that the Motortrade should carry out the tests themselves as this causes animosity towards the trade and can cause other issues with unscrupulous traders potentially abusing their status. Additional equipment required would depend on what would be required by the "new Law" although if we followed similar regulations to the UK each MOT lane is likely to require about a £50,000 investment. Many of the Island Garages will also struggle to find the space required and all will struggle to employ the required staff. Having said that if local garages were to be nominated to test I would have no choice but to do so otherwise I would be a great commercial disadvantage compared to my competitors.
  5. I think the proposed frequency is exactly right although I would potentially include a mileage clause in case of very high mileage users.
