Population & Migration Policy Review
Thank you for your letter dated 20th June 2019 regarding your Population and Migration Policy Review.
As Minister of International Development and Chair of Jersey Overseas Aid, I have been tasked with allocating States money to deserving causes abroad, in line with both our international obligations and our moral duty to help those less fortunate than ourselves.
Our aid money follows internationally adhered to rules that are designed to promote the economic development and welfare of people in developing countries. The OECD maintains an official list of developing countries, which are officially recognised aid recipients. Our aid budget could not therefore be deployed in integrating or supporting migrants in Jersey, even if they originated from developing countries.
As a point of information, this would also apply to refugees. JOA policy agreed in 2016, states that from a JOA and International Development perspective, Jersey's aid money is best spent in or near to points of crisis.
I do not believe at this time that my duties and remit under International Development crosses with the work of the Migration Policy Development Board. However, I am extremely happy to supply information and assistance whenever helpful as the Board's work develops in the coming months.
