Population and Migration Policy Review

Thank you for your letter dated 20th June 2019 regarding your Population and Migration Policy Review.

You will be aware that the Migration Policy Development Board was established in March 2019. Connétable Christopher Taylor Chairs the Board and I am a Board member, together with other politicians and representatives from local industry.

The Board is currently gathering evidence and researching potential options for initial policy proposals. A number of Government departments have presented to the Board and engagement with Island Plan, Environment, Housing Policy Development Board, and Infrastructure representatives is due to take place by the end of July. Initial policy proposals will be developed during July and August 2019 and investigated with invited stakeholders from October to December 2019. Policy proposals will be presented for consideration by the Council Of Ministers (COM) in January 2020, and amended as appropriate, before the publication of agreed COM policy in April 2020. The timetable, minutes, presentations and papers of the Board are published on www.gov.je/migrationpolicy.  

With regard to Jersey's migration policy and population, and the impact on my Ministerial policy areas, there are obviously important links. The new Island Plan, due to be debated and approved by the States in 2021, must plan for and respond to the needs of our population. There are also other implications on our natural and built environment.

I'm due to attend a public scrutiny hearing in relation to this matter on Monday 1st July 2019 and look forward to discussing this matter further with you and the Panel at this hearing.
