Government Plan Review 2022-25 - Request for written submission
Many thanks for your letter of 11 October 2021 and for the opportunity to comment on R.150/2021.
As previously mentioned, the Jersey Landlord's Association (the "JLA") has little issue with the improvement of the quality of rented dwellings in Jersey. We have been opponents, however, of the proposed rented dwelling licensing scheme, which we feel is a sledgehammer to crack a nut, would be over-expensive and will not (in its current format) achieve its aims.
Having now had an opportunity to consider the relevant parts of R.150/2021 (CSP 4 - Reduce income inequality and improve the standard of living), we note that mention is still made of a proposed licensing scheme and that a budget of £1,000,000 per year over the next 4 years has been set aside to fund such a scheme (together with an updated food safety scheme).
We would comment as follows:
- Given that the proposed licensing scheme has been defeated in the States Assembly (a fact which is mentioned in CSP 4) we wonder there is mention of it in CSP 4.
- Whilst it is conceivable that a licensing scheme may come into force (albeit that we would prefer a landlord registration scheme) we would comment that there seems to be little detail in R.150/2021 around how the sums of £1,000,000 per year for the next four years have been arrived at.
- Is it the case that such sums are meant to cover the cost of food and landlord licensing
schemes or more the running of the Environmental Health Department to allow if to undertake its duties under the current Public Health and Safety (Rented Dwellings) (Jersey) Law 2018 or both?
- We would ask that Panel delve more deeply into how the sums proposed have been arrived at.
