PAC Review of Estate Management (2021) Dear Deputy Gardiner

Thank you for giving Ports of Jersey the opportunity to contribute to the PAC's Review of Estate Management. It is of vital importance that the Government uses its land and property efficiently and productively, even more so post-pandemic, so that it can continue to provide high quality public services and maximise value for the taxpayer.

We are supportive of any measure that enables Government to make more informed choices regarding how it uses its property holdings and acquisitions which the Estate Management Strategy seeks to do. While Ports of Jersey were not consulted about the Strategy, drafts were circulated for our visibility. This level of engagement is appropriate as, at the point of incorporation by the States Assembly, Ports received a transfer of land buildings and assets owned by the public to enable the airport and harbours to function. This was not just based on the operational land required, but also to provide commercial freedom and agility to enhance income streams to alleviate the burden on the taxpayer. On this basis, there is limited direct control of Ports' real estate by Government.

Notwithstanding this, Ports and Jersey Property Holdings recognise that there is mutual benefit in

cooperation and collaboration. We are currently working together, along with SOJDC, to ensure that the

development opportunities are optimised in the public interest. Ports are regularly invited to attend the

Regeneration Steering Group (RSG) which is the vehicle to increase the coordination of activities and

forward planning. It would be beneficial if States Owned Entities with significant land and property assets

were also made standing attendees of the RSG. This would help to formalise joined up thinking and working across all Government partner, which currently happens informally.
