We have recently submitted a submission to your panel's review of the Carbon Neutral Roadmap. We believe that this is a comprehensive submission that sets out in detail an effective and achievable approach to achieving long term reduction in carbon emissions within the context of making best use of the tax-payers money.
As we noted in our submission, we believe this is hugely important issue and we are committed to supporting the government's objective of fighting climate change. ATF has been a strong proponent of introducing more environmentally friendly fuels to allow our customers to make the switch. We have also offset the carbon footprint of all our road fuel sales over the past twelve months.
We would very much welcome the opportunity to engage with you and your panel directly on these issues. Since we made our submission there are several points for which we think it is worth updating you to ensure that you and your colleagues have the full and most up to date information when considering the impact of this roadmap.
The development of this roadmap is against of the backdrop of the escalating cost of living crisis. We appreciate that fuel is only a part of this but of course fuel and travel costs can, and do, have a huge impact on people cost of living. It is within that context that we noted the comments of the Chair of the Consumer Council in this week's Jersey Evening Post where it was proposed to remove the environmental levy to help consumers with the cost- of-living crisis. We believe that it is possible, based on the approach outlined in our submission that it would be possible to achieve significant and loing term reductions in carbon emissions and lead to a future of net zero carbon while still temporarily reducing the carbon levy to give consumers some relief against this cost-of-living crisis.
We believe that this can be achieved through a combination 4 broad measures:
- The carbon roadmap must include a requirement that all fuel sold in the island should be E10 and B7. Doing so, would have the same carbon reduction equivalent of removing over 6,000 cars off the road.
- We also believe that the carbon roadmap can and should require all fuel retailers to include carbon offsetting for all fuel sold. This will immediately help toward reaching a net zero carbon position
- We believe that if the government was to temporarily pause the 3p environmental levy this could help consumers. ATF have already publicly committed to passing this on to our customers. But we believe that funds currently allocated to the sustainable transport fund could be re-allocated to support the transition of public transport to more sustainable fuels again reducing the island's carbon footprint
- Lastly, we believe that government should thoroughly examine the current fuel importation process to ensure there are no regulatory or legal barriers that undermine attempts to introduce more environmentally friendly fuels to the market
Our apologies for not including some of these points in our earlier submission and I appreciate the opportunity to update you. As I said, this is a hugely important issue for ATF, our customers and indeed everyone in Jersey and we are committed to playing our part to support the long terms move to net zero carbon.
