Dear Deputy Johnson ,
Scrutiny Panel Review - Seasonal Workers and the Rural Economy Thank you for your letter of 17 February 2022.
In 2021, the Minister for Social Security did not ask the Forum to consult on the levels of the minimum wage and offsets for 2022. Instead, the Minister carried out her own assessment. The States Assembly agreed to allow the Minister to use Covid-19 emergency powers to override the provisions of the Employment Law which ordinarily require the Forum to consult.
The Minister brought forward Regulations to enable her to set a minimum wage rate for 2022 by Order.
Given that, I am sorry not to be able to provide answers to the questions set out in your letter. Yours sincerely,
Carla Benest
Chair, Jersey Employment Forum
