Hospital Review Panel: Review of the New Healthcare Facilities Programme
I write to inform you that Jersey's Scrutiny function has established a Review Panel to undertake a review of the Government's New Healthcare Facilities Programme (Programme').
The Hospital Review Panel will examine the Government's delivery of new healthcare facilities and monitor the governance of the Programme, with particular focus on the funding proposals for delivery of Phase 1 of the Programme.
The Panel is keen to hear from stakeholders in the construction, supplier and services sectors, as well as industry representatives and associated professionals, in relation to the procurement of work on projects within the Programme. The Panel would therefore be grateful for your responses to the following questions:
- Please can you tell us whether you attended the Construction and Supplier Forum facilitated by the Programme team in November 2023? Yes.
- Did you provide feedback about procurement contracts, notice periods and timescales for undertaking works on the Programme? Yes via Proactis
- If so, have you received any follow-up communications or engagement since this event? No we have not.
- Have you been made aware of opportunities to engage with projects within the Programme on the Government's Proactis online portal? Yes
- If so, have you expressed interest in engaging with any projects related to the Programme through the Proactis online portal? Yes we recently submitted a tender for a section of works at Bellozanne, but were unsuccessful.
- Have you engaged directly with the Programme team regarding opportunities to undertake works on projects as part of the Programme? No we have not had an opportunity to engage with the programme team but would welcome it.
- Do you feel that you understand how contractors are being procured to undertake works on the Programme? WE assume this is via standard tendering via Proactis?
- Do you feel that you understand how works on projects within the Programme will be managed? No we do not.
The Panel's Terms of Reference for the review are attached for your information and the Panel will seek the views of other external stakeholders to collect evidence and insights.
We should be grateful if you could provide a reply by Friday 23rd August 2024, if possible. If that deadline causes you any difficulties, please do let us know. New Healthcare Facilities Programme Review Terms of Reference
- To examine the Government's programme to deliver new healthcare facilities and monitor the governance of the programme. This includes:
- The progression of plans for the Overdale site
- The use and future development of the General Hospital.
- Development of land at Gloucester Street and Kensington Place.
- The other locations included in the programme, including the provision of mental health facilities at the proposed St Saviours Health Village.
- To examine the proposals for financing the delivery of Phase 1 of the New Healthcare Facilities Programme, to include replacement of acute healthcare facilities.
- To assess the proposed intended outcomes of Phase 1 of the New Healthcare Facilities Programme, to include in relation to the healthcare needs of the island.
- To examine the Government's approach to stakeholder engagement in relation to Phase 1 of the New Healthcare Facilities Programme.
- To assess the interdependencies associated with a phased approach to delivery of healthcare facilities.
- To assess how successfully the New Healthcare Facilities Programme delivers an integrated healthcare solution which meets the health and social care needs of islanders.
