The Migration Policy proposals
Terms of reference
To review:
- The Imagine Jersey 2035 Consultation Guide, and all relevant background information, to include all models, data and assumptions used in formulating this document;
- The detailed proposals for a population register, licence allocation and controlled housing policies, including all options considered by the Migration Advisory Group, and their implications;
- With a particular focus on the following issues:
- the associated data protection and legal issues;
- the ongoing process by which these proposals have been developed, and the consultation undertaken with all relevant stakeholders;
- the draft legislation introduced to implement these proposals;
- the impact of potential population growth on the Island’s economy, infrastructure, and resources;
- the capacity of the current resident population, in the light of changing demographics, to meet the employment demands of the Island’s agreed economic development targets and to minimise the need for importing skills;
- the findings of the Shadow Scrutiny Panel report SR5/2005 and the extent to which the Panel’s recommendations have been implemented.
- To consider the public consultation responses received by the Chief Minister’s Department.
- To examine any further issues related to the implementation of the Migration Policy which may arise in the course of the Scrutiny review.
