- To review the structures of governance and accountability within Jersey's proposed child protection services
- To assess the role of voluntary agencies in the provision of services for vulnerable children
- To assess whether the recommendations of Andrew Williamson's Inquiry into Cild Proection in Jersey reflect the best of modern practice and are suitable for a small jurisddiction
- To review the phasing and finance of the implementation of Andrew williamson's recommendations
- To assess the importance of compliance with Lord Laming's resommendations to the delivery of services for vulnerable children
- To consider any lessons from Review of the Principles, Practices and Provision for Children and Young People with Emotional and Behavioural Difficulties and disorders in the Island of Jersey (K Bull report) and its implementation, and the relevance of Jersey review (Howard League for Penal reform)
