Safer Travel Guidelines

I am grateful for your letter of 1 October and safer travel has been at the forefront of the ministerial agenda in recent days.

On the matter of self-isolation for Green arrivals on Day 0, as you are now aware this measure will be implemented for all flights on 13 October and thereafter. I very much welcomed the debate on the timely introduction of this measure to which Deputy Gardiner 's proposition referred, and indeed the position of the Panel. I believe we clarified over the course of the debate the considerations in bringing the measure safely and smoothly to be operable this week.

I agree strongly with the Panel's view we should be as robust as is reasonable in setting out the consequences on non-compliance, including with the declaration of travel history. The pre- registration form travellers are required to complete clearly sets out the consequences of a false declaration, including the related penalties. However, I will consider the possibility of amending the form and related messaging to specifically deal with the matter of truthful declaration of travel history. As you will appreciate, it is difficult for travel history in other jurisdictions to be monitored by the Government of Jersey, and any prosecution would depend on the Jersey authorities being in receipt of relevant evidence.

We are aware of the issue you raise with respect to text messages, although believe it only affects a minority of users. Unfortunately, some mobile networks have anti-spam' measures which may block frequent text messages from the same number if it is not on their white list. We are working with our existing SMS service provider and looking at other options, including contacting major networks, if we think there is a particular issue we can address. We will keep you updated on this work.
