REPORT
The Chief Minister has written to new Ministers to congratulate them on their election, providing an outline of the new government's programme and the focus of each portfolio, in line with the nomination statements of the Chief Minister and Ministers.
The issues highlighted in the letters are aligned with the development of the Common Strategic Policy, Ministerial Plans, the Government Plan and the Code of Conduct and Practice for Ministers and Assistant Ministers - all of which will be produced in October.
In the interests of transparency and accountability, the Chief Minister wished to share these letters with Assembly.

I wanted to offer my congratulations following your election by the Assembly and I would like to thank you for agreeing to serve as Minister for Social Security.
To get Jersey back on track we need a strong team, and you bring the skills and the values that will enable us to succeed. The public has demonstrated its desire for change, and an expectation for this to be done with integrity, to re-build public trust.

We have also presented our mini budget to help Islanders with the rising cost of living; and are now moving on to deliver our income and expenditure plans for 2023.

To help us do this, we should expand responsibilities beyond ourselves as Members of the Council of Ministers, delegating responsibilities and powers to create additional ministerial roles to support us. This approach will deliver the best outcomes as we build a government of talent.
During this term of office, I would like you to focus on supporting islanders in response to the cost-of-living crisis. As you will be aware, this was one of the single biggest issues raised by islanders. I am grateful to you for your swift approach in developing the mini-budget proposals for consideration in the Autumn.
Additionally, whilst I recognise the minimum wage is currently part of an open consultation, we should hasten our progress towards a living wage for all, by lifting the minimum wage to £10 per hour. You will have seen this in the "100 days" actions that I provided to the States Assembly as part of my election. It is important we support working islanders.
I also recognise the importance of the commitments you put forward as part of your nomination, including continuing to develop policy related to disability and social inclusion, and crucially, the long-term sustainability of our funds for which you now assume responsibility.

We are also of the same mind on the need to make better and more efficient use of the government's property portfolio. You will expedite the release of government-owned property as part of a response to the housing crisis, demonstrating that this government utilises its assets rather than leaving them vacant.
This Government is also committed to the Carbon Neutral Roadmap agreed by the last States Assembly. You will accelerate the implementation of the sustainable transport policy to ensure we meet our carbon neutral goals.

You will also work closely with the Minister for Housing and Communities, and the Minister for the Environment, to make any appropriate structural changes to enhance accountability and support cost-effective solutions for the Department of Infrastructure, Housing and Environment,
Critically, I would also like you to ensure that the existing Hospital Project is subjected to an immediate review to assess possibilities for delivering the hospital facilities in an appropriate, cost-effective way.
You will need to achieve all this whilst leading a department that manages and maintains our open spaces, gardens, and amenities; the Island's transport, traffic, road systems; and the waste, sewerage, and recycling facilities.
As demonstrated during your election as Minister, the Assembly and the public are very focused on all the above matters. It is crucial that we improve people's quality of life, especially for people with limited access to amenities.

We must also ensure the best standards of governance for the Overseas Aid Commission, including its continuing independence.
Jersey must continue to provide an overseas aid programme that serves both the world's poorest and the islanders of Jersey; enabling the island to play its part in tackling the global pandemic and providing vital support for Ukraine and other humanitarian crises; and gaining international notice in areas chosen for their proven efficacy in making long-term improvements to people's lives, and for Jersey's ability to add value (dairy, conservation and finance). I hope that the work developing Jersey's offering in sustainable finance, impact investment and philanthropy continues, as does the work towards providing more and more opportunities for Islanders to volunteer and develop careers in international development.

We also need to ensure that children in all our schools have access to hot food during the school day, which is one of the 100 days actions I have set out. The Department already have plans for this, but I look forward to you progressing and accelerating its delivery.

We will also be creating a People and Skills Commission in the first 100 days. I know that, like me, you care passionately about our environment and the natural beauty of the Island and are keen to protect our heritage.
In addition to your own objectives which you relayed to the Assembly, I look forward to progress being made on improving water, air and soil quality, and the drive to reduce carbon emissions in line with our Carbon Neutral Roadmap and our obligations under the Paris Agreement. As you know, I am particularly keen on renewable energy as a power source, and getting homes insulated. The move to carbon free transport will also need to be accelerated. I wanted to offer my congratulations following your election by the Assembly and I would like to thank you for agreeing to serve as Minister for External Relations.
To get Jersey back on track we need a strong team, and you bring the skills and the values that will enable us to succeed. The public has demonstrated its desire for change, and an expectation for this to be done with integrity, to re-build public trust.
As we work together, I will encourage robust debate and constructive challenge as we coalesce around a coherent public position. Our Island expects a professional government based on strategic thinking and clear communication, which we can deliver.
In our first meetings as a Council of Ministers, we have discussed our shared ambition and values; how we conduct ourselves to be a government that leads by example; and are finalising our priorities for the government programme.
At the same time, we are completing the 18 tasks I have outlined for our first 100 days, and you will be leading your officer team in formulating your ministerial plan, supporting our overall government programme and priorities.
We have also presented our mini budget to help Islanders with the rising cost of living; and are now moving on to deliver our income and expenditure plans for 2023.
This is an ambitious schedule, but the Island needs that of us.
To help us do this, we should expand responsibilities beyond ourselves as Members of the Council of Ministers, delegating responsibilities and powers to create additional ministerial roles to support us. This approach will deliver the best outcomes as we build a government of talent.
In your own area, I would like you to work to represent our island and improve Jersey's reputation and ties to our closest neighbours.
This includes building relationships with EU partners and navigating the continuing implications of the UK's departure from the EU. I particularly welcome your focus on our southern neighbour, and newer European nations, while maintaining first and foremost our strong ties with the United Kingdom. You will also work to open new markets for Jersey businesses and create opportunities for our key sectors.
As part of a balanced approach, you will work with the Minister for International Development to promote Jersey's unique identity on the global stage.

In your own area, I would like you to deliver a sustainable approach to addressing our housing challenges, which includes affordable homes being secured rapidly across the Island to assist us in the recruitment and retention of our workforce.
We need a suite of measures that can help us increase the level of housing. These measures should include releasing undeveloped or empty States-owned sites for the redevelopment of affordable; and looking to increase the Island-wide rate for large properties that enjoy the luxury of space. I also wish to see limits on the number of large houses that can be built for a period.
An adaptable model for planning that puts more focus on flexibility is also necessary, enabling unused office space to be converted to housing and allowing the partial development of derelict glasshouse sites to create affordable housing. I would like you to consider this alongside the Minister for Environment.

We must also look at ways to support young people entering the property market, such as a new deposit loan scheme, targeted stamp duty breaks and tax allowances, rent-to-buy initiatives, and a preference for owner-occupiers.
