Annual Procurement Report for 2021 – Top 100 suppliers
P.56/2020 Putting Jersey businesses first (as amended) required the Minister to "present an annual procurement report to the States Assembly detailing expenditure by the States of Jersey of the top 100 Suppliers by value across goods and services, identifying those with an on-island presence, from off-Island suppliers".
The table below shows the expenditure for the top 100 suppliers in 2021. This amounts to £239,133,979 in comparison to 2020's spend of £241,081,859.
It should be noted that expenditure in 2021 still reflects the impact of Covid, where many items were sourced and procured as a matter of expediency and necessity–while also trying to reflect the States' standard commercial principles.
For instance, expenditure with Biotech reflects the investment made by GoJ into having a high performance Covid testing capability providing an industry leading service to the island. Work was also developing on the Our Hospital Programme with the key joint venture Contractor RokFCC. Expenditure with NMCN has now concluded following their removal from the STW project which is now being delivered through local management and supply chain capability.

Progress on the other P.56 requirements:
P.56/2020 (as amended) also agreed that other improvements should be made to "support the Island's social and economic recovery from the Covid-19 crisis by seeking to maximise the amount of goods and services that the States of Jersey procures from on-Island suppliers where it is legal and practical to do so". The following paragraph summarises the progress made.
The Government of Jersey has developed its Social Value Standard as part of the commercial transformation activities. This Standard covers the wider economic, social and environmental effects of the commitments the Government makes – including contracts – and how they affect and benefit our Island and our people. It also looks at how potential barriers to entry for on-Island, Micro-Small and Medium Enterprises (MSMEs), not-for profit and Voluntary, Charity and Social Enterprises (VCSEs) can be reduced.
The Social Value Standard sets out key principles and values, the Government's Social Value approach and the additional benefits that can be delivered through Social Value. As a result, the Government is encouraging the consistent consideration of Social Value, alongside quality or price, when evaluating bids, to ensure that the best value for money is obtained in the round, as well as the best benefits for the wider Island community.
A Community of Practice has also been established with members across Government of Jersey, with the first meeting having been held in March 2022, to share best practice, market trends and insights related to Social Value and Sustainability from both the Island and external organisations.
Commercial Services are fully committed to continuously improving the Government's Social Value approach, which we have continued to do throughout 2022.
Conclusion
Spend continues to be predominantly on island, making up 62% of the top 100 suppliers spend, an increase of 1% on 2020. The top three sectors utilised in 2021 are Health and Community care, Construction and facilities management and IT and change services and cover 77% of spend with the top 100 suppliers.
