The role of Scrutiny is to check, challenge and make recommendations to improve the policies, legislation and decisions of the Government. Scrutiny consists of five Scrutiny Panels, the Public Accounts Committee, the Scrutiny Liaison Committee and Review Panels.
Scrutiny Panels hold Ministers to account by reviewing policy, legislation and decision making based on their specific remit, as set out in the Standing Orders of the States of Jersey.
The Public Accounts Committee holds Executive Officers to account and is responsible for determining whether public funds have been used efficiently, effectively and economically to deliver value for money for Islanders. Scrutiny Panels and the Public Accounts Committee (PAC) are made up of States Members who are not Government Ministers or Assistant Ministers. In addition, the PAC includes lay members who are not elected politicians and who typically have significant experience and knowledge in matters relevant to the Committee’s remit.
The Chairs of the five Scrutiny Panels and the Chair of the Public Accounts Committee come together to form the Scrutiny Liaison Committee. The Committee is responsible for keeping the operation of the scrutiny function under review and maintaining oversight of related expenditure. It also ensures that all aspects of the work of the Council of Ministers are reviewed and that there is no unintended overlap in the work undertaken by Panels and the PAC.
Find out moreReview Panels are set up with the agreement of the Scrutiny Liaison Committee to review particular proposals, issues or projects that often fall within a topic assigned to more than one Scrutiny Panel. The Scrutiny Liaison Committee appoints elected Members as the members of the Review Panel and, similar to the main Panels, this cannot include Ministers or Assistant Ministers.
As part of their review process, Scrutiny Panels and the Public Accounts Committee regularly hold Public Hearings to gather evidence on a range of topics.
