Proceeds of Crime (Cannabis Exemption – List of Jurisdictions) (Jersey) Order 2021. Minister for External Relations and Financial Services.

This Order provides the list of jurisdictions referred to in paragraph (b)(ii) of the definition of "criminal conduct" in respect of which the lawful production, supply, use, export or import of cannabis and any of its derivatives occurring in such a jurisdiction would not be criminal conduct under the Proceeds of Crime (Jersey) Law 1999 (Article 1 and the Schedule).

Article 2 of the Order provides the name by which the Order may be cited and provides for it to come into force on 7th July 2021.

The Order was made on 7th July 2021 and came into force on 7th July 2021.

Appointment of a member of the Jersey Police Authority

Membership of the Jersey Police Authority is governed by the States of Jersey Police Force Law 2012. Article 5(1) states that the Authority shall consist of not less than 5 and not more than 7 members, with sub-paragraph (c) of that Article stating this number should include up to 2 members, being elected members of the States, appointed by the States by secret ballot. None of the following may be appointed as a member of the Police Authority –

  1. a police officer;
  2. a person who is a member of the Honorary Police;
  3. an office holder of a Crown appointment;
  4. the Minister [for Home Affairs] or his or her Assistant Minister;
  5. a Connétable ;
  6. a States' employee;
  7. a person who is bankrupt, whether under the law of Jersey or under the law of a country or territory outside Jersey;
  8. a person who has been a police officer at any time during the previous 5 years; or
  9. a person who has been a member of the Honorary Police at any time during the previous 5 years.

In addition, it was recognised in 2014 that serving on the Children, Education and Home Affairs Scrutiny Panel could potentially constitute a conflict of interest with membership of the Jersey Police Authority; and members of the Panel should also not be appointed as members of the Authority.

The Presiding Officer will invite a nomination from the Minister for Home Affairs for the position of member of the Jersey Police Authority. The Presiding Officer will then invite other nominations. If there is more than 1 nominee for the vacant position, a secret ballot will be held to determine who is appointed.

"In light of the recent prevalence of Covid-19, will the Chair inform the Assembly what advice has been received by the Emergencies Council or the Competent Authorities Ministers (C.A.M.) from the Island's medical experts regarding the actions required to control the spread of the virus, stating:

  1. whether it is the conclusion of the Council or C.A.M. that Covid-19 has been rendered relatively benign by the Island's vaccination programme;
  2. whether the increasing local prevalence is considered likely to lead to increased hospitalisations, mortality and illness from Long Covid and to what timescale any increases are expected;
