COMMENTS

The Council of Ministers agrees with the underlying sentiment of Deputy G.C.U. Guida of St. Lawrence 's proposition, P.96/2018. The actions of government and the decisions of  the  Assembly  have  financial  consequences  for  the  Public  of  our  Island,  for businesses, and for other organisations. Where possible, and in so far as is practicable, propositions should seek to outline these consequences, especially in relation to taxation matters. At the same time, the Council of Ministers also agrees with the Privileges and Procedures Committee, who rightly outline the wide-ranging and complex nature of our decisions. As they point out, using the example of road safety, some decisions may have an initial cost, but a long-term saving. Those costs and savings may also impact different people at different times.

The Council of Ministers therefore do not support the proposition, including in the proposed amended forms, on the grounds of practicality, as outlined by the Privileges and  Procedures  Committee  in  their  comments  presented  on  23rd  August  2018 (P.96/2018 Com.).
