COMMENTS

The  Chief  Minister  and  I  welcome  the  proposition  from  the   Deputy  of   St. John (P.24/2019) in respect of part (a) concerning the Justice and Home Affairs Department's Target Operating Model ("TOM").

The States Assembly has a vital role to play in overseeing the improvement of our public services, and the proposal put forward in respect of Justice and Home Affairs is a constructive contribution to this process.

As the Minister for Home Affairs, it has always been my intention that the States Assembly will debate proposed amendments to any relevant Law required to implement the Justice and Home Affairs Department's Target Operating Model  prior  to the implementation of the relevant elements of the TOM.

This is right and proper.

The Department ran a consultation with staff between 4th February and 6th March 2019. We have received over 200 responses, including from senior leadership teams in the emergency services, officers working in those services, and a range of other bodies, including the Jersey Police Authority. I am grateful to everyone who took the time to engage in this process.

Indeed, I have personally seen and considered all the responses to the consultation.

Having done so, it is clear from the feedback that staff are genuinely engaged and keen to contribute to improving our frontline services. It is also clear that there is concern about some aspects of the TOM.

As you would expect, we will make appropriate adjustments as a result, and the final structure, which I approve, will be different.

I hope this will also address the concerns raised by the Connétable of St. Lawrence in her amendment (P.24/2019 Amd.), and I expect to be able to share more information before the Assembly debates this proposition.
