Also,  after this  amendment to  paragraph 2 of the  eleventh amendment  to P.71/2019, paragraph (c)(ii) would read as follows –

(c)  to  approve  the  proposed  amount  to  be  appropriated  from  the Consolidated Fund for 2020, for each head of expenditure, being gross expenditure less estimated income (if any), in line with Articles 9(2)(g), 10(1) and 10(2) of the Law and set out in Appendix 2 – Summary Tables 3(i) and (ii) of the Report –

REPORT

The Council of Ministers has considered the amendment of Deputy I. Gardiner of St. Helier (P.71/2019 Amd.(11)) and agrees with its principles; however, the Council of Ministers is minded to amend Deputy Gardiner 's amendment in favour of a slightly revised approach estimated to cost £106,000.

Central to Deputy Gardiner 's amendment is the requirement to increase capacity and capability in the Youth Service to facilitate engagement with young people, including those  from  the  Portuguese,  Polish  and  Romanian  communities.  The  Council  of Ministers is in agreement with this, and has also recognised the importance of this engagement work starting in 2020, before the development of the North of St. Helier Youth and Community Centre, which will enable strong community links to be fostered.

The Council of Ministers is proposing that the funding for the amendment is £106,000 for a one-year period. This will enable 2 Youth Workers to be employed for the pilot year of this community engagement project. The pilot year work will focus on engaging young people from the Portuguese, Polish and Romanian communities, in order to understand their needs and to develop a plan for shaping future provision.

The amount of funding requested is seen as appropriate for the work to be undertaken in the pilot year. If successful, then a future request will be made in the Government Plan in 2021, which will enable the youth provision to be developed in accordance with the needs of young people in the community.

Financial and manpower implications

This amendment to P.71/2019 Amd.(11) retains Deputy Gardiner 's proposal that the Minister for Treasury and Resources, in the first instance, investigates the availability of the funding from the Criminal Offences Confiscation Fund or other similar Fund. If not, the Council of Ministers gives its assurance that funding of £106,000 for the pilot community engagement project in 2020 will be made available from Government of Jersey underspends from 2019, with the intention to secure permanent funding in the 2021 Government Plan.
