In the new paragraph (i) inserted by P.71/2019 Amd.(8), for the words "to £20,000 each for the years 2020 to 2023", substitute the words "in line with RPI over the period of the MTFP (2016–19) to £11,010 each for 2020, and to conduct a review of each force in 2020 to inform the level of funding for the rest of the Government Plan".

After paragraph (h), insert the following new paragraph (i) and re-letter the remaining paragraph accordingly –
"(i) to agree that the Justice and Home Affairs Department should
increase the annual funding for the Island's 4 cadet force organisations in line with RPI over the period of the MTFP (2016– 19) to £11,010 each for 2020, and to conduct a review of each force in 2020 to inform the level of funding for the rest of the Government Plan; and".

REPORT
The Council of Ministers has considered Deputy M.R. Higgins of St. Helier 's amendment (P.71/2019 Amd.(8)), and agrees with the principle of increasing funding to the 4 cadet forces. While the cadet forces are in reasonably good financial health, the Minister for Home Affairs believes that it would be sensible to increase funding in 2020 by RPI over the period of the MTFP (2016–19). The Minister would at the same time ask his officers to review the cadet forces during the first half of 2020, to inform the level of funding for the rest of the Government Plan (2021–23).
Financial and manpower implications
The additional money set out in this amendment – £4,040 – would be found from within the Justice and Home Affairs budget for 2020.
