Work Permit Holder Welfare Survey Launched

Scrutiny

10 May 2023

Today, the Work Permit Holder Review Panel (the Panel) has published a survey to gather evidence from migrant workers coming to the Island to live and work, specifically focussing on:

- the process of obtaining a Jersey work permit

- the obligations that employers have towards work permit holders and how well these are fulfilled and communicated

- financial obligations and access to benefits and healthcare

- the general experiences of work permit holders.

The Scrutiny Panel is examining whether Jersey’s Work Permit Policy is effective in ensuring the welfare of work permit holders and protecting work permit holders from exploitation.

The scope of the survey spans various sectors and communities and is an important part of the evidence gathering stage of this review. The Panel is keen to see survey responses which reflect the broad range of those who are affected by the Work Permit Policy.

Chair of the Panel, Deputy Beatriz Porée, explained: ‘It’s a challenge to gather the breadth of evidence needed to make this review as encompassing and thorough as possible. The Panel is working hard with stakeholders, community groups and individuals across the Island. We encourage employees and employers alike to help us spread the word and urge work permit holders to fill in the survey.’

The survey is anonymous; the Panel may refer to quotes gathered through the open questions of the survey, but they will not be attributed to an identifiable individual. The survey can be accessed online through the links below. There will also be physical copies and QR codes distributed to community spaces.
