Annual Procurement Report for 2020 – Top 100 suppliers

P.56/2020 Putting Jersey businesses first (as amended) required the Minister to "present an annual procurement report to the States Assembly detailing expenditure by the States of Jersey of the top 100 Suppliers by value across goods and services, identifying those with an on-island presence, from off-Island suppliers, with the first such report to be published no later than 31st March 2021, in order to provide a full 12 calendar month view".

The table below shows the expenditure for the top 100 suppliers in 2020. This amounts to £231,178,449. The data set used for the 2020 return is different from what was used in 2019 and which formed the basis for the statements in the Council of Ministers' amendments to P.56/2020 that "local" expenditure amounted to 71-75% of spending on the top 100 suppliers. This is because categories such as pension funds, banking charges and rates have been excluded from the 2020 dataset, whereas in 2019 they were not. If we applied a similar approach to the dataset for 2019 the total expenditure would be £216,157,497.

It should be noted that expenditure in 2020 will reflect the impact of Covid, where many items were sourced and procured as a matter of expediency and necessity – while also trying  to  reflect  the  States'  standard  commercial  principles.  For  instance,  the Nightingale Hospital, Track and Trace and PPE purchases are included in the Top 100 as new requirements. Additional medical and non-medical agency staffing was also required to support the programmes.

Work also progressed on the new Sewage Treatment Works (STW) increasing the amount of expenditure in the UK.

Progress on other P.56 requirements

P.56/2020 (as amended) also agreed that other improvements should be made to "support the Island's social and economic recovery from the Covid-19 crisis by seeking to maximise the amount of goods and services that the States of Jersey procures from on-Island suppliers where it is legal and practical to do so". The following paragraphs summarise progress made.

The  Government  of Jersey  is actively  developing  its  Social  Value  Policy  as  part of  our commercial transformation activities. This policy will cover the wider economic, social and environmental effects of the commitments we make - including contracts - and how they will affect and benefit our Island and our people. It will also look at how potential barriers to entry for  on-Island,  Micro-Small  and  Medium  Enterprises  (MSMEs),  not-for  profit,  Voluntary, Charity and Social Enterprises (VCSEs) can be reduced.

The Social Value Policy will set out key principles and values, approach and the additional benefits that can be delivered. As a result, Social Value will be considered alongside quality and price when evaluating future bids to ensure that the best value for money is obtained in the round as well as the best benefits for the wider island community.

A Community of Practice will be established to share best practice, market trends and insights related to Social Value and Sustainability from both the Island and external organisations.

The work that has been undertaken has been significantly impacted by the Covid-19 pandemic, and that impact is still being felt. Nevertheless, Commercial Services are fully committed to start putting the Social Value Policy into practice by mid-2021.
