REPORT

Decision(s): Under Article 18(4) of the Public Finances (Jersey) Law 2019 (the Law), the Minister for Treasury and Resources hereby notifies the States, and having consulted with any relevant Minister under Article 18(5) of the Law; that she has agreed to the following –

After the expiry of 4 weeks following the presentation to the States of these transfers, the Minister hereby authorises the Treasurer of the States to action the transfers outlined in the table above.

Background

The Analytics Transformation Programme was launched in 2019 in answer to the increasing demand for business intelligence to inform strategic decision-making. An in- depth  review  was  conducted  on  analytical  resources,  staff,  technology,  costs  and working arrangements. Based on the review a detailed option appraisal was produced and shared with ELT. On 4 August 2020, ELT agreed to go ahead with a Hub and Spoke model that consists of a central analytic team that advises and engages with the operational departmental analytical teams.

This  ensures  that  operational  performance  information  and  analytics  is  close  to operational staff and supports the continuous improvement of service provision, whilst a central function provides standardised approaches and strategic insights on Island statistics and population needs.

The only operational analytics function that is not currently in its operational department is the Health Informatics team based in SPPP. It was agreed, in order to implement the new analytics model, the Health Informatics team would move to HCS from 1 January 2021.

The  requested  transfer  reflects  the  staffing  requirements  within  HCS  to  ensure intelligent insights are provided for operational decision-making. The relevant Heads of Finance Business Partnering, Group Directors, Accountable Officers and applicable Ministers for SPPP and HCS have agreed that the staff resources and related budgets be transferred accordingly.

The budget transfer for 2021 was approved after the lodging of the Government Plan 2022-2025 (MD-TR-2021-0128), therefore a further decision is needed for 2022. This service transfer will be included in Government Plan 2023-2026.
