REPORT
Introduction
- Paragraph 3(2) of the Jersey Advisory and Conciliation (Jersey) Law 2003 provides that the Minister for Social Security must approve the recommendations of the Board of the Jersey Advisory and Conciliation Service to appoint Board members before their appointment can take effect.
- Such appointments are made for an initial term of four years, as provided for in the legislation, with the possibility of re-appointment, up to a maximum of nine years in total. This is in line with the guidance published by the Jersey Appointments Commission.
Appointment of new Board members
- Following an open recruitment process, advertised extensively and conducted by a third party, the Board of JACS have recommended the appointment of the following candidates to fill three Board vacancies:
- Ms Alison Pell
Alison has been a Mental Health Nurse for 24 years, having trained in Scotland in 2000. She worked in Glasgow Child and Adolescent services before moving to Jersey in 2011. Initially working for Adult Mental Health in their Duty and Liaison team, she then moved to a bespoke post in Child and Adolescent Mental Health (CAMHS) in 2016. Alison is now the senior Nurse within the Neurodevelopmental Team, working with predominantly ADHD and Autism.
Alison is the Chairperson of the former Jersey Nursing Association, and now Unite in Health (Jersey). She has been a steward for around 13 years and the chair for the past 9 years. She remains active both at supporting and representing members and has supported in pay negotiations in the past. Through the union Alison sits on a number of committees, including the Regional Health committee, the regional women's committee and the National Women's committee. She also supports All Matters Neurodiverse and is a member of their committee.
- Mr Colin Russell
Colin is a highly regarded Plumbing & Heating Engineer who has worked in the construction industry for over fifty years and currently has two businesses, Omni Plumbing & Heating Services and Russell Surveying Services.
He is a former TGWU Shop Steward and has worked as a Plumbing Lecturer at Highlands College and has held a position as a Manager at Fuel Supplies (CI Ltd).
Colin was previously Chair of the Social Security Advisory Council and a former Non- Executive Director of Andium Homes Ltd and held positions on the Capital Projects and Appointments and Remuneration sub-committees.
He is currently Vice-Chair of the Jersey Construction Council (JeCC) and Chair of the JeCC Education & Training sub-committee working closely with Skills Jersey, Digital

Jersey and Highlands College to identify and deliver training to the Construction Industry.
Colin is a former National OFTEC Inspector, inspecting Plumbing & Heating businesses compliance with regulations and acts as an Expert Witness in cases of dispute involving the Plumbing & Heating Industry.
He also works in the voluntary sector as Chair of the Safer St. Helier Community Partnership, member of the First Tower Community Association and former Chair of the MS Therapy Centre.
- Ms Rebecca Le Meur
Rebecca has held various roles in HR in Jersey over the past 15 years, from recruitment to her current role as a senior manager in HR business partnering at Mourant.
Rebecca has been a member of the global executive committee for the governance services business for the past four years and she is a regular attendee of, and contributor to, various regulated boards. She is also a founding member of the global nominations committee, which holds responsibility for board composition and appointments, succession planning and equity, diversity and inclusion.
Ministerial Decision
- Having considered the recommendations of the Board of JACS, the Minister is satisfied that these candidates for appointment demonstrate the necessary experience and expertise to be able to make a valuable contribution to the work of the Jersey Advisory and Conciliation Service.
- The Minister has decided to approve the appointment of Ms Pell, Mr Russell and Ms Le Meur for an initial period of four years, beginning on 16th September 2024.
