COMMENTS

Members are reminded that the work of the Regeneration Steering Group (RSG) is specifically focussed on taking approved masterplans and turning them into something that can be delivered by the States of Jersey Development Company. This is only one part of a much broader regeneration process (including the development of the Island Plan, the approval of masterplans and the planning applications process for individual schemes) which presents a number of opportunities for engagement and consultation with both States Members and the general public. The Council does not therefore believe that its proposal excludes Deputies from major regeneration schemes.

In terms of the specific work of the RSG, whilst town Deputies no doubt have the ability to represent the views of their Parish, they are not responsible as Connétable s are for the services that need to be provided by Parishes to meet the needs of its ratepayers. The Connétable s are included within the membership of the RSG because the  work  it  undertakes  requires  a  clear  link  to  the  role  played  by  the  Parish  in delivering services.

On the basis that the broader regeneration process already presents many opportunities for engagement and that the Connétable s are indeed the right members to support the specific  role  of  the  RSG,  the  Council  of  Ministers  urges  members  to  reject  this amendment.
