COMMENTS
The Report accompanying the Proposition lodged by Deputy G.P. Southern of St. Helier mentions that the CSR saving associated with this proposal is £45,000, as was presented in the 2011 Business Plan in September 2010 under the heading Redesign OT services'. However, the saving is now evaluated at £17,000 and is not the principal reason for the suggested closure. The primary reason for closure is to ensure better longer-term outcomes for clients.
The Council of Ministers appreciates that the closure of Valerie Band House will be difficult for the clients, many of whom have used the service for a great many years. However, given that the Health and Social Services Department will continue to provide them with support, and will work with them to find more suitable alternative activities which better meet their needs in the long term, the Council does not feel that there is any benefit to be gained by delaying closure.
The £45,000 has already been deducted from the Health and Social Services Department's 2011 budget, and the savings not accruing from this proposal of £28,000 have already been found from other efficiencies. If this Proposition was approved, the further saving of £17,000 would have to be found from elsewhere in that Department's budget.
