Minutes.  A1.  The Minutes of the meetings of 13th October 2015 (Part A and Part B), 21st

October 2015 (Part B only) and 28th October 2015 (Part B only), having previously been circulated, were taken as read and were confirmed.

Public  A2.  The Committee, with reference to its Minute No. B1 of 19th May 2015, Elections:  received an oral update from the Greffier of the States, concerning amendments to amendments to  the Public Elections (Jersey) Law 2002 and the Referendum (Jersey) Law 2002. The legislation and  Committee  was  advised  that  the  law  drafting  instructions  for  the  relevant administration.  amendments had been forwarded to the Law Draftsman and that the draft legislation 424/99(1)  would be presented in due course for consideration by the Committee.

Web-streaming  A3.  The Committee, with reference to its Minute No. A4 of 13th October 2015, of meetings of  received an oral update from the Greffier of the States in connexion with the web- the States.  streaming of meetings of the States.

The Committee recalled that a formal tender process had been undertaken to identify a  supplier  to  manage  the  web-streaming  and  archiving  of  the  filming  of  the Assembly. The Committee was advised that the return date for the tenders was 30th November 2015 and that the officer group, which comprised officers of the States Greffe, the Electronics Department, Information Services and Procurement would consider the tenders after that date and make a recommendation to the Committee, who would ultimately decide on the successful company.

It was anticipated that the supplier could be appointed in early December 2015 and that, subject to the relevant planning permission being obtained, the web-streaming would commence in early 2016.

Installation of  A4.  The Committee, with reference to its Minute No. A4 of 15th September 2015, digital clocks  received an oral update from the Greffier of the States in connexion with the in the  installation of digital clocks in the States Chamber.

465/4(14)  The Committee recalled that P.39/2015 "States Assembly: filming proceedings and

the installation of clocks" had been debated by the Assembly on 15th July 2015. Part (c) of that Proposition, which had been adopted, had provided for the installation of 3 digital clocks in the States Chamber.

The Committee noted that because of the specification that had been requested for the digital clocks, namely that they would show the start time of debates and the lengths of speeches, they could not be acquired "off the shelf", but would have to be a bespoke design. It had been queried whether the clock screens could be used to project plans during debates of Propositions involving such documents, but it had been decided that in order to facilitate this, the dimensions of the screens would be excessive.

The Committee further noted that the tender process was underway, with a closing date of 30th November 2015. The relevant planning permission would be required and it was anticipated that the planning application could be dealt simultaneously with that relating to the web-streaming, as detailed in Minute No. A3 above.

Register of  A5.  The Committee, with reference to its Minute No. A7 of 7th July 2015, Names and  received  an  oral  update  from  the  Greffier  of  the  States  in  respect  of Addresses  recommendations as to the most appropriate way forward for electoral registration (Comparison  in Jersey with a view to any new system or variations to the present system being in with Electoral  place to be used at the general election in 2018.

(Jersey)  The Committee recalled that the Register of Names and Addresses (Comparison Regulations  with Electoral Registers) (Jersey)  Regulations 201- had been approved by the 201-.  Assembly on 14th July 2015 and would enable the Committee, the parishes and the 756/99(4)  Association of Electoral Administrators to use the "registrable facts" recorded under

the Register of Names and Addresses (Jersey) Law 2012, for the purposes of comparing them with the information recorded in electoral registers and to consider the use of those facts in connexion with the maintenance of electoral registers.

It was noted that the results of this pilot study would be reported to the Committee and would form a sound basis for further work to be undertaken if it was so minded. Mindful that people currently elected whether or not their name should appear on the electoral register, it was agreed that care should be taken to ensure that an individual's consent was obtained before the addition of their name to the same.

The Committee noted that the Chief Executive of the Association of Electoral Administrators was due in the Island on 19th November 2015 in order to commence work on the pilot study and that he was due to meet with the Chairman of the Committee and other relevant parties during his visit.

States  A6.  The Committee, with reference to its Minute No. B2 of 19th May 2015, Members  received correspondence, dated 30th October 2015, from the Chairman of the States Remuneration  Members Remuneration Review Body, concerning States Members' remuneration Review Body:  for 2016.

ations for  The Committee noted that the Review Body had met to consider the position for the November  year 2016 and, having taken all relevant factors and statistical reports into account, 2014 to 2018.  had concluded that there were no reasons to vary the 2014 recommendation that 1240/3(73)  States members' total remuneration should remain at £46,600 for the year 2016. Committee further noted that the Review Body would review the position in Autumn 2016 in relation to remuneration for 2017.
