Web-streaming  A1.  The Committee, with reference to its Minute No. A6 of 9th June 2015, of meetings of  received a draft amendment and a draft addendum to the proposition P.39/2015 the States and  "States Assembly: filming proceedings and the installation of clocks".

clocks.  The Committee recalled that it had given a presentation to States members on 16th 465/4(13)  June 2015 at which it had outlined the likely cost of a web-streaming facility and

explained how footage would be packaged and presented online. Members had expressed concern that, should the proposition be adopted, the cost of filming the proceedings  of  the  States  could  be  greater  than  that  detailed  in  the  report accompanying the proposition. Members had also requested further information regarding the opportunity cost arising as a result of an employee of the States Greffe being required to operate the equipment. An addendum to the proposition had accordingly been drafted for the Committee's consideration which stated that the opportunity cost would be £3,500 per annum. An amendment to the proposition had also been drafted which proposed that expenditure on the project should be limited to that outlined on page 6 of the report accompanying the proposition and in the addendum.

Having considered the amendment and the addendum to the proposition P.39/2015, members agreed that they should be lodged au Greffe' at the earliest opportunity. Connétable C.H. Taylor of St. Clement and Deputy S.M. Brée of St. Clement advised that, while they did not support the proposition, they were content to approve the amendment and addendum for lodging. The Assistant Greffier of the States was requested to take the necessary action.
