Minutes  A1.  The Minutes of the meetings held on 10th May 2016 (Part A), 13th May 2016

(Part A) and 19th May 2016 (Parts A and B), having previously been circulated, were taken as read and were confirmed.

Role of the  A2.  The Committee, with reference to its Minute No. B1 of 16th March 2016, Presiding  considered a draft proposition lodged au Greffe' by Deputy M. Tadier of St. Brelade Officer.  entitled Bailiff of Jersey: cessation of dual role and the appointment of an elected 450/1(18)  Speaker of the States' (P.54/2016).

The  Committee  recalled  that  it  had  asked  officers  from  the  States  Greffe,  in conjunction  with  officers  from  the  Chief  Minister's  Department,  to  arrange  a workshop with States members to canvas their views on the subject, using voting buttons. The workshop had been due to take place on 14th June, but on the basis that   Deputy   Tadier 's  proposition  was  scheduled  for  debate  on  28th  June,  the Committee was informed that the workshop had been cancelled.

The Committee further recalled that, as previously constituted, it had commented on 16th December 2013 and 17th April 2014 in relation to a similar proposition that had been brought by Connétable A.S. Crowcroft of St. Helier , entitled Elected Speaker of the States' (P.160/2013), and an amendment lodged by Senator P.M. Bailhache . It was noted that Deputy Tadier 's proposition was somewhat narrower than the one brought by Connétable Crowcroft , as the former asked the States to agree that the Speaker should be elected from within the ranks of the Senators, Connétable s and Deputies, whereas the latter had suggested that the President should be elected from within or without the ranks of the members.

Mindful that it was not unanimous in its views in relation to the rle of the Presiding Officer, the Committee nevertheless felt that it would be helpful for States members if it prepared a comment, which examined the practicalities of appointing a speaker from  amongst  them  and  which  provided  references  to  previous  debates  and comments on the subject.

Accordingly, officers were instructed to prepare a draft comment for circulation to Committee members.

States meeting  A3.  The Committee, with reference to its Minute No. A1 of 25th May 2016, in dates for 2017.  which it had approved the States meeting dates for 2017, received a report from the 1240/2(86)  Committee Clerk, relating to the dates for the Second Session.

The Committee noted that Standing Order 3(3) required the Second Session to start on the second Tuesday in September, but that September 19th, which was the third Tuesday, had been mooted as a States sitting. Accordingly, the Committee approved revised dates for 2017 as follows:
