Complaints  A1.  The Committee, with reference to its Minute No. A1 of 10th February 2017, Panel:  received and considered a draft report and proposition seeking to appoint four new members.  members to the States of Jersey Complaints Panel (the Panel').

The Committee recalled that the Panel was established under the Administrative Decisions (Review) (Jersey) Law 1982 (the Law') and enabled any person who was aggrieved by a decision made by a Minister or department, or any person acting on behalf of any such Minister or department, to apply to the Greffier of the States to have the matter reviewed by a Complaints Board. Article 5(2) of the Law required the States to appoint the members of the Panel.

The Committee noted that, following the expiry of the terms of office of 2 members of the Panel, applications had been invited for new members. There was no upper limit on the number of members on the Panel and it was considered prudent to increase the pool of members available to sit on Boards. The Chairman of the Panel, Mr. Geoffrey Crill and the two Deputy Chairmen, Mr. Christopher Beirne and Mr. Stuart Catchpole Q.C. had, together with the Deputy Greffier, conducted interviews in early March 2017 and the following four candidates had been selected –

Mrs. Susan Cuming Mr. Gavin Fraser

Mr. David Greenwood Dr. Gwyn Llewellin

The Committee was advised that the Interview Panel had considered that all four candidates had demonstrated that they possessed the key skills and knowledge required to make a positive contribution to the work of the Panel and they all had experience of hearing conflicting evidence and reaching a reasoned conclusion

through consensus. The candidates came from a varied background; three were established Island residents with a wealth of public administration, health and finance experience whilst the fourth had made his career in the finance industry and had come to live in Jersey 3 years ago. It was anticipated that they would be very valuable additions to the membership of the Complaints Panel.

Accordingly, the Committee approved the draft report and proposition and requested the Deputy Greffier to arrange for it to be lodged au Greffe' for consideration by the States on 2nd May 2017.
