Minutes. A1. The Minutes of the meetings held on 7th February 2017 (Part A and Part B)
and 10th February 2017 (Part A only), having previously been circulated, were taken as read and were confirmed.
States meeting A2. The Committee received a report, prepared by the Committee Clerk, in dates for the connexion with the proposed States meeting dates for the first session of 2018 and first session of noted that, with the exception of the date of the first meeting of the second session, 2018. which was prescribed in Standing Orders, it had not been possible to identify 1240/2(86) meeting dates after the summer recess, as the Education Department had not yet
published the term dates for September 2018 onwards.
The Committee recalled that, in accordance with Standing Order 4 of the Standing Orders of the States of Jersey, it was required to propose dates and to present them to the States by the end of September. However, as a general election was due to be held in May 2018, a number of States Members had questioned when the States would be meeting during that year.
The Committee further recalled that the Committee, as previously constituted, had taken the decision to avoid, where possible, meeting during any school holiday period and noted that the proposed dates for the first session of 2018, avoided these with the exception of the meeting which was scheduled to commence on 10th April 2018.

The Committee recalled that Standing Order 7 provided that the Assembly must not meet in the 21 day period ending on the day of the elections which, in 2018, would be held on Wednesday 16th May 2018. As the 21 day period prevented any States meeting after Wednesday 25th April 2018, it was agreed that the last meeting of the old' States should begin on Tuesday 10th April before the election period cut off'. The paper had initially proposed Tuesday 17th April as the last meeting date of the States, but the Committee was mindful that the decision to adopt P.133/2016 Composition and Election of the States Assembly', as amended, would mean larger constituencies for candidates for Deputy to canvass, so decided to allow an extra week.
The Committee noted that Standing Order 7 would not apply to the traditional, Liberation Day, meeting on 9th May, which was convened by the Bailiff and during which no debate took place.
The Committee was informed that it was proposed to allow just over 2 weeks for the initial induction programme of new members before members were sworn in and the new States met on Monday 4th June to elect the Chief Minister. The meeting for the election of Ministers and Chairmen of committees and panels would take place on Thursday 7th June, with a continuation on the Friday, if necessary. The election of committee and panel members would take place on Tuesday 12th June 2018.
