Minutes. A1. The Minutes of the meetings held on 26th January 2018 (Part A only), 6th
February 2018 (Part A and Part B), 8th February 2018 (Part A only) and 2nd March 2018 (Part B only), having previously been circulated, were taken as read and were confirmed.
Welcome. A2. The Committee extended a warm welcome to Madison Fitzgerald Wilkins, a
Trident student, who was work shadowing the Greffier of the States.
Forthcoming A3. The Committee received a list of forthcoming business for debate by the business for States Assembly at its meetings on 20th March 2018 and 9th April 2018 and debate by the considered whether it wished to make a formal comment on any of the Propositions States that had been lodged au Greffe' for debate on those days.
Assembly.
465/1(210) The Committee decided that it wished to present a comment on the Proposition of
Senator P.F.C. Ozouf , entitled: Public Services Ombudsman: establishment of Office' (P.32/2018), which inter alia proposed that the States of Jersey Complaints Panel should be replaced with a Jersey Public Services Ombudsman. The Committee recalled that, in the Chairman of PPC's foreword to the annual report for 2017 of the Panel, it had emphasised that the work undertaken by that body mirrored that of an Ombudsman and was of great value to the Island, but at no cost to the taxpayer. Accordingly, it requested the Deputy Greffier of the States to prepare a draft comment for its approval, which indicated that it did not support Senator Ozouf 's Proposition and emphasised the benefits of retaining the Complaints Panel. This draft comment to be circulated to the Committee by electronic mail in time for

it to be presented for the States to consider it at its meeting on 20th March 2018.
Election A4. The Committee, with reference to its Minute No. B2 of 25th April 2017, observers. recalled that, at its meeting on 18th January 2017, the States Assembly had adopted 424/99/1(4) the Public Elections (Amendment No.8) (Jersey) Law 201- which, inter alia,
provided the legal authority for the appointment of election observers in Jersey. The Committee further recalled that that piece of legislation had come into force on 28th April 2017.
The Greffier informed the Committee that, in conjunction with the Chief Minister, an approach had been made to the Commonwealth Parliamentary Association (CPA') to request it to arrange a mission of election observers for the May 2018 election. The CPA had acceded to this request, but was unable to confirm the names of the members of the mission at this current juncture.
The Committee recalled that there was a requirement under Article A69 of the Public Elections (Jersey) Law 2002, as amended, for it to present a report to the States to inform it of the appointment of one or more election observers as soon as possible after that appointment. Accordingly, it requested the Greffier to prepare the same, with an endorsement to the effect that the names of the election observers would follow in due course and to circulate the report by electronic mail for its approval prior to its being presented to the States.
