THE STATES commenced consideration of the Draft Income Support (Amendment No. 19) (Jersey) Regulations 201- and adopted the principles.
THE STATES, having been informed that the relevant scrutiny panel had indicated that it did not wish to scrutinise the draft legislation, commenced consideration of Regulation 1 and rejected an amendment of Deputy Geoffrey Peter Southern of St. Helier (P.56/2019 Amd.) that, for Regulation 1, there should be substituted the following –
"1 Schedule 1 to the Income Support (Jersey) Regulations 2007 amended
- In this Regulation, a reference to a paragraph by number is to the paragraph of the same number in Schedule 1 to the Income Support (Jersey) Regulations 2007.
- For paragraph 2(1) (rates for basic component) there is substituted –
"(1) The rates payable for the basic components under Article 5(2) of the Law are as
follows –

THE STATES made Regulations entitled the Unlawful Public Entertainments (Jersey) Regulations 2019 under the Order in Council dated 14th April 1884.

Consultants: reporting on their use by the Government of Jersey P.59/2019
THE STATES commenced consideration of a proposition of Deputy Kirsten Francis Morel of St. Lawrence entitled Consultants: reporting on their use by the Government of Jersey' (P.59/2019) and, adopting an amendment of Deputy Kirsten Francis Morel of St. Lawrence (P.59/2019 Amd.), agreed that, after the words "by the Government of Jersey," there should be inserted the words "with the first such report to be presented by 1st December 2019 and".
THE STATES, resuming consideration of the proposition of Deputy Kirsten Francis Morel of St. Lawrence , as amended, commenced consideration of an amendment of the Chief Minister (P.59/2019 Amd.(2)) and, adopting an amendment to that amendment of Deputy Kirsten Francis Morel of St. Lawrence (P.59/2019 Amd.(2)), agreed that, for the value "£25,000", there should be substituted the value "£20,000".
THE STATES, adopting the amendment of the Chief Minister to the proposition of Deputy Kirsten Francis Morel of St. Lawrence , as amended, agreed that, for the value "£1,000", there should be substituted "£20,000".
THE STATES resumed consideration of the proposition of Deputy Kirsten Francis Morel of St. Lawrence , as amended, and, adopting the proposition, requested the Chief Minister to present a report to the States on a six-monthly basis on the use of consultants by the Government of Jersey, with the first such report to be presented by 1st December 2019 and with each report to include the following information –
- the total number of consultants employed or engaged by the Government of Jersey for a contract value of £20,000 or greater, within the previous six-month period, broken down by department;
- the projects / engagements on which such consultants were working or had worked in the preceding six-month period;
- a description of the purpose of the consultant's engagement;
- the estimated total cost of the engagement;
- the final total cost of the engagement (as soon as practical after the end of the engagement);
- the daily or monthly rate of engaging or employing each such consultant and the total cost to date of that engagement or employment;
- confirmation of whether or not each such consultant was engaged or employed following a tender process or quote-selection process;
- confirmation of whether or not a structured needs assessment was undertaken before the selection process was started;
- the expected date on which the engagement or employment of each consultant was expected to end;
- confirmation of whether or not a structured post-consultant engagement evaluation was undertaken;
- confirmation of whether or not the contract had been, or was expected to be, extended; and
- the title of the accounting officer responsible for the engagement.
