Standing Order 55A – remote participation

THE STATES, with reference to their Act dated 14th September 2021, in which they had agreed that, notwithstanding Standing Order 55A(1), members who did not wish to attend in the States Chamber might continue to take part in States meetings using Microsoft Teams (until the States had considered and voted upon a proposition to re-apply Standing Order 55A(1) or to repeal or vary the terms of the Standing Order), assembled in accordance with Standing Order 55A with members able to participate remotely using Microsoft Teams.

Changes to the objects and purpose of the Ann Alice Rayner Fund P.92/2021

THE STATES commenced consideration of a proposition of the Minister for Treasury and Resources entitled Changes to the objects and purpose of the Ann Alice Rayner Fund' (P.92/2021) and noted that the Minister did not propose Paragraph (i) of the proposition.

THE STATES, adopting Paragraphs (ii) to (iv) of the proposition, re-designated as Paragraphs (i) to (iii), agreed to amend the Act of the States dated 27th March 2001 concerning the Ann Alice Rayner Fund –

  1. by substituting the words "the Minister for Treasury and Resources" for the words "the States" where they occur in Paragraph (a)(2);
  2. by substituting the following paragraphs for Paragraphs (b)(1) to (b)(4) –

"(1) The income of the Fund shall be administered by four individuals or by the board of no

fewer than four individuals of a single independent corporate administrator appointed by or removed by the Minister on the recommendation of the Trustee on such terms and conditions as the Minister considers appropriate

  1. The Income Administrator(s) may, at its (their) absolute discretion from time to time, make grants, or loans to be secured on immovable property, on such terms and subject to such conditions as it (they) determines, out of the returns of the Fund for the relief of needy persons residing in Jersey.
  2. The Minister for Treasury and Resources may from time to time propose to the States other objects and purposes of a charitable nature to be approved by the States for inclusion in the objects and purposes of the Fund.";

and re-numbering the remaining Paragraphs accordingly; and

  1. by substituting the words "the Minister for Treasury and Resources" for the words "the Finance and Economics Committee" throughout Paragraph (b) and its sub-paragraphs.

THE STATES, adopting a proposition of the Minister for Home Affairs entitled Future Ambulance, Fire & Rescue Headquarters: Commemorating the service of Connétable Len Norman' (P.103/2021) agreed that the proposed future Ambulance, Fire and Rescue Headquarters, wherever it might be located, should be named in honour of the late Connétable Len Norman of St. Clement and his record of public service.

Arrangement of public business for the present meeting

THE STATES noted that, in accordance with Standing Order 34(1), the Minister for Health and Social Services had informed the Greffier of the States that his amendment (P.115/2021 Amd.) to the proposition of Senator Stephen William Pallett entitled Re-opening of Samarès Ward '(P.115/2021) had been withdrawn.

Re-opening of Samarès Ward P.115/2021

THE STATES commenced consideration of a proposition of Senator Stephen William Pallett entitled Re-opening of Samarès Ward '(P.115/2021) and, adopting the proposition, requested the Minister for Health and Social Services to –

  1. reinstate the full suite of stroke and injury rehabilitation services facilities and beds at the earliest opportunity, but no later than 1st March 2022, either at Samarès Ward at Overdale or at another suitable location, as determined by the Minister; and
  1. ensure that a purpose-built rehabilitation unit offering the full suite of stroke and injury rehabilitation service facilities and beds formerly offered at Samarès Ward was delivered as part of the development of a new hospital campus at Overdale, or at another suitable location.
