Standing Order 55A – remote participation
THE STATES, with reference to their Act dated 14th September 2021, in which they had agreed that, notwithstanding Standing Order 55A(1), members who did not wish to attend in the States Chamber might continue to take part in States meetings using Microsoft Teams (until the States had considered and voted upon a proposition to re-apply Standing Order 55A(1) or to repeal or vary the terms of the Standing Order), assembled in accordance with Standing Order 55A with members able to participate remotely using Microsoft Teams.

THE STATES, adopting a proposition of Deputy Robert James Ward of St. Helier Central , agreed to consider his proposition entitled Provision of a free hopper bus service for Active card holders to Springfield stadium' (P.33/2023) before the proposition of Deputy Max Brennan Andrews of St. Helier North entitled Breakdown of Gender Pay' (P.31/2023).
Health and Community Services Interim Board P.19/2023
THE STATES resumed consideration of a proposition of the Minister for Health and Social Services entitled Health and Community Services Interim Board' (P.19/2023), as amended, and, adopting the proposition, as amended, agreed –
- that the Minister for Health and Social Services should establish an interim non-statutory Health and Community Services Advisory Board providing for improved governance and oversight of the Health and Community Services Department; and
- the proposed terms of reference to which that interim Board would function, as set out in Appendix 1 to the report accompanying the proposition, except that within Appendix 1 –
- all references to a "3-year period" should be substituted with "18-month period";
- in the title of the Appendix, the reference to Interim Board" should be substituted with "Advisory Board";
- in paragraph 1, the reference to the "Health and Community Services Board" should be substituted with "Health and Community Services Advisory Board";
- after paragraph 11, the following new paragraph 12 should be inserted and the subsequent paragraphs renumbered accordingly –
"12. Amendments to the terms of reference could include providing for the Board to work
across other health and community services whether or not in Jersey if the Assembly were so minded.";
- after the current final paragraph, there should be inserted a new paragraph as follows –
"23. The Board will meet every six months with the Council of Ministers to advise the
Council on:
- key matters arising in the Department including: challenges; risks; delivery of the Minister's plan, policies and directions, and compliance with decisions of the Assembly; and
- the activities of the Board.
The requirement to meet every six months will not preclude the Board, or the Chair, meeting with the Council of Ministers at any other point if deemed appropriate by the Chief Minister, the Minister and the Chair.";
- within point 53(b) the words "two years" should be substituted with "18 months"; and
- within point 92 the words "3 to 5 years" should be substituted with "18 months"".

THE STATES commenced consideration of a proposition of Deputy Robert James Ward of St. Helier Central entitled Provision of a free hopper bus service for Active card holders to Springfield stadium' (P.33/2023) and rejected the proposition to request the Minister for Infrastructure to instruct LibertyBus to enable free access with immediate effect to the Town Hopper bus for Active Card holders travelling to Springfield Gym and exercise facilities, for an initial trial period to 31st December 2023.

Breakdown of Gender Pay P.31/2023
THE STATES commenced consideration of a proposition of Deputy Max Brennan Andrews of St. Helier North entitled Breakdown of Gender Pay' (P.31/2023) and, adopting an amendment of the Council of Ministers (P.31/2023 Amd.), agreed that the existing paragraph should be designated as paragraph 1 and the following additional paragraph inserted –
"2 that the Council of Ministers should encourage all Arm's Length Organisations and Specified
Organisations (as defined in the Public Finances (Jersey) Law 2019) to publish their gender pay and income ratio information in a transparent manner as soon as practicable.".
THE STATES, adopting the proposition of Deputy Max Brennan Andrews of St. Helier North , as amended, agreed –
- that the States Employment Board should publish annually –
- a breakdown of gender pay relative to salary bands for each Government department, commencing January 2024;
- a breakdown of gender pay for full-time and part-time Government employees, commencing January 2024; and
- a report of the income ratio of the highest and lowest income earners within each Government department, commencing January 2024.
- that the Council of Ministers should encourage all Arm's Length Organisations and Specified Organisations (as defined in the Public Finances (Jersey) Law 2019) to publish their gender pay and income ratio information in a transparent manner as soon as practicable.

Provision of carpets in Andium Homes properties P.34/2023
THE STATES commenced consideration of a proposition of Deputy Robert James Ward of St. Helier Central entitled Provision of carpets in Andium Homes properties' (P.34/2023) and, adopting an amendment of the Minister for Social Security (P.34/2023 Amd.), agreed that –
in paragraph (a), the words "prior to the lodging of the next Government Plan" should be substituted with "between 1st July 2023 and 31st December 2023"; and sub-paragraph (a)(ii) should be deleted; and
in paragraph (b), after the words, "the Minister for Social Security" there should be inserted the words "and the Minister for Housing and Communities" and the words "Andium Homes" should be substituted with "all social housing providers".
THE STATES resumed consideration of the proposition of Deputy Robert James Ward of St. Helier Central , as amended, and adopting an amendment of Deputy Robert James Ward of St. Helier (P.34/2023 Amd.(2)), agreed that, after paragraph (b), there should be inserted a new paragraph (c) as follows –
"(c) to request the Minister for Social Security, on implementation of paragraph (a) (i), to ensure that
this provision is extended to those tenants who are currently in receipt of a loan from the States of Jersey for the same purpose.".
THE STATES resumed consideration of the proposition of Deputy Robert James Ward of St. Helier Central, as amended, and, adopting paragraph (a), requested the Minister for Social Security, between 1st July 2023 and 31st December 2023, to –
(i) implement provision of special payment grants to any Andium Homes tenants who required carpets in new rentals and who would otherwise be eligible for a loan from the States of Jersey for such purpose.

The Grindadrap Festival in the Faroe Islands – condemnation of the hunting of sea mammals P.35/2023
THE STATES commenced consideration of a proposition of Deputy Lyndon John Farnham of St. Mary , St. Ouen and St. Peter entitled The Grindadrap Festival in the Faroe Islands – condemnation of the hunting of sea mammals' (P.35/2023) and, adopting an amendment of Deputy Lyndon John Farnham of St. Mary , St. Ouen and St. Peter (P.35/2023), agreed that –
for the existing paragraph, there should be substituted the following –
"to object, in the strongest possible terms, to the Faroe Islands Government, about their Grindadrap hunts where whales, dolphins and porpoises are indiscriminately slaughtered, and to request the Chief Minister to communicate the view of the States Assembly to the United Kingdom Government and the Government of the Faroe Islands."; and
the existing paragraph should be designated as paragraph (a) and the following paragraphs inserted –
"(b) to request the Chief Minister to request that the UK Government expresses the view of the
States Assembly in its discussions with the Faroe Islands Government; and
(c) to request the Government of Jersey to continue to engage with the Faroe Islands Government on this matter as part of its wider programme of work to develop productive and constructive ties with fellow small-island communities.".
