Standing Order 55A – remote participation

THE STATES, with reference to their Act dated 14th September 2021, in which they had agreed that, notwithstanding Standing Order 55A(1), members who did not wish to attend in the States Chamber might continue to take part in States meetings using Microsoft Teams (until the States had considered and voted upon a proposition to re-apply Standing Order 55A(1) or to repeal or vary the terms of the Standing Order), assembled in accordance with Standing Order 55A with members able to participate remotely using Microsoft Teams.

Reform of the composition of the States Assembly P.76/2023

THE STATES resumed consideration of a proposition of Deputy Mary Rose Scott of St. Brelade entitled Reform of the composition of the States Assembly' (P.76/2023) and rejected an amendment of Deputy Lyndon John Farnham of St. Mary , St. Ouen and St. Peter (P.76/2023 Amd.) that, in paragraph (b), the words "that will determine the number of Deputies to form part of the" should be substituted with the words "for a" and that sub-paragraph (iii) should be substituted with the following –

"(iii) there should be 9 Senators, reducing the number of Deputies in each existing constituency by 1;

and;"

THE STATES resumed consideration of the proposition of Deputy Mary Rose Scott of St. Brelade and rejected the proposition –

  1. to agree that the number of Deputies in the States Assembly should be reduced, and that the office of Senator, elected on an Island-wide basis, should be re-instated in time for the General Election in 2026;
  2. to request the Privileges and Procedures Committee to develop proposals that will determine the number of Deputies to form part of the re-constituted States Assembly in 2026 in accordance with the following principles –
  1. there should be no increase in the total number of States Members from the current 49;
  2. the twelve Connétable s should remain as voting Members in the Assembly; and
  3. there should be at least one Deputy for each existing constituency; and
  1. that all of the consequential amending legislation should be brought for debate by the Assembly before July 2025 to ensure implementation for the 2026 elections.

Minimum Residential Space Standards P.87/2023

THE STATES commenced consideration of a proposition of Deputy Thomas Antony Coles of St. Helier South entitled Minimum Residential Space Standards' (P.87/2023) and, adopting paragraph (a), requested the Minister for the Environment to review the minimum standards for residential spaces and to consider –

  1. making the minimum standard for a 1-bedroom 2-person apartment the minimum standard for all 1-bedroom apartments by removing the occupancy criteria.
