Minutes. A1. The Sub-Committee approved the minutes of the meeting held on 26th April 2024.
A7. The Sub-Committee discussed Ministerial and Scrutiny Chair appointments and Ministerial/Scr agreed that the creation of a proposal is unnecessary due to the fact that it will be utiny Chair included under Privileges and Procedures amendment to Standing Orders along with Appointments other items and not as a standing item by itself.
The Sub-Committee also discussed the order of speaking and agreed that it would be useful to know who is going to be speaking and when during a States sitting. Further to that, the Sub-Committee agreed that there is a need for a more formal process for the Question-and-Answer period.
A8. The Sub-Committee noted the proposition and confirmed that minimum size on
scrutiny panels is a part of the Sub-Committees Democratic Accountability and P.94-2023 on Government (DAG) report recommendations.

on Scrutiny The Sub-Committee discussed membership on scrutiny panels and the benefits and risks Panels of compulsory membership. The Sub-Committee agreed that there needs to be further
education and information available to current Members as well as future Members on what entails Panel and Committee Membership. The Sub-Committee discussed how Members are elected/appointed and the potential for inviting lay people onto panels to advise.
A9. The Sub-Committee agreed to defer this item until comments on the DAG
Recommendations have been received by the new Chief Minister and discuss at a future Review of meeting. The Sub-Committee reviewed a letter that was sent to the Chief Minister Work regarding the DAG Report recommendations.

A10. The Sub-Committee noted that the next meeting will be held on 26th July 2024 in
the Le Capelain Room from 11:00am-12:00pm. The Research and Project Officer is tasked with adjusting the time to be extended by a half hour (10:30AM to 12:00PM).
