Minutes.  A1. The Sub-Committee approved the minutes of the meeting held on 20th December

2023.

Vice Chair  A2. The Chair proposed that Deputy Jeune be nominated as Vice Chair. The Sub- Appointment.  Committee agreed and approved of the Chair’s nomination.

Welcome to  A3. The Sub-Committee reviewed the Machinery of Government position paper and New Members.  Terms of Reference. The Sub-Committee noted that the Democratic Accountability and

Governance (DAG) report recommendations would continue to be worked on. The Sub- Committee discussed how States Members could have a better understanding of how government works and further documentation on Ministerial responsibilities.

The Sub-Committee tasked the Research and Project Officer with finding out and circulating further information regarding Ministerial responsibilities.

Democratic  A4. The Sub-Committee noted that the response on DAG report recommendations was Accountability  received from the previous Chief Minister. The Sub-Committee tasked the Research and  and Project Officer with drafting a letter to the new Chief Minister requesting input on Governance  the recommendations.

Law Drafting  A5. The Sub-Committee received an update from the Research and Project Officer and

Training.  Assistant Greffier on training for States Members on ‘instructing the drafter’. The Sub-

Committee agreed that a Lunch and Learn session for two hours would be the most effective session. The Assistant Greffier and the Research and Project Officer were tasked with arranging training session dates for June 2024.

Standing  A6. The Sub-Committee discussed Standing Orders 113/155 in regard to the Vote of Orders  No  Confidence  (VONC).  The  Sub-Committee  noted  the  current  time  frames  for 113/115  nomination and discussed whether there should be different time frames around the

election of a Chief Minister for situations such as the VONC, in the event of a death of a current Chief Minister, or a resignation of a current Chief Minister. The Sub- Committee tasked the Research and Project Officer with circulating a briefing paper to the  Sub-Committee  on  Chief  Minister  election  processes  in  other  jurisdictions, including what the process is for the announcement of the Deputy Chief Minister.
