Arrangement of public business for the present meeting

THE STATES, adopting a proposition of the Minister for the Environment, agreed, in accordance with Standing Order 80, to suspend Standing Order 34 in order that consideration of his proposition entitled Offshore Wind' (P.82/2023) would be deferred to Wednesday 17th April 2024, notwithstanding that 6 months would have elapsed since the proposition had been lodged.

Appointment of Non-Executive Directors and new Chair to the States of Jersey Development Company P.95/2023

THE STATES, adopting a proposition of the Minister for Treasury and Resources entitled Appointment of Non-Executive Directors and new Chair to the States of Jersey Development Company' (P.95/2023), appointed, in accordance with the Memorandum and Articles of Association, Mr. Nick Williams as an additional Non-Executive Director of The States of Jersey Development Company Limited, for a period of 3 years, and appointed Jennifer Carnegie as an additional Non-Executive Director and Chair of the States of Jersey Development Company Limited, for a period of 3 years.

Draft Income Tax (Amendment – Stage 2 of Independent Taxation) (Jersey) Law 202- P.6/2024

THE STATES commenced consideration of the Draft Income Tax (Amendment – Stage 2 of Independent Taxation) (Jersey) Law 202- and adopted the principles.

THE STATES, having been informed that the relevant scrutiny panel had indicated that it did not wish to scrutinise the draft legislation, adopted Articles 1 to 2.

THE STATES commenced consideration of Article 3 and rejected an amendment of Deputy Louise Mary Catherine Doublet of St. Saviour that Article 3 should be deleted and the subsequent Articles renumbered and cross-referenced accordingly.

Termination of Employment: Minimum Notice periods P.14/2024

THE STATES commenced consideration of a proposition of Deputy Max Brennan of St. Helier North entitled Termination of Employment: Minimum Notice periods' (P.14/2024) and rejected the proposition that the minimum period of notice required to be given by an employer to terminate the employment of an employee who was not employed under a fixed-term contract should be amended within the Employment (Jersey) Law 2003 to –

  1. 1 weeks' notice if the employee was within the probation period specified by the employer;
  2. 4 weeks' notice if the employee's period of continuous employment was 1 week or more but less than 1 year, and the employee's probation period had been successfully completed;
  3. 4 weeks' notice if the employee's period of continuous employment was 1 year or more but less than 4 years;
  4. 8 weeks' notice if the employee's period of continuous employment was 4 years or more but less than 8 years; and
  5. 12 weeks' notice if the employee's period of continuous employment was 8 years or more;

and to request the Minister for Social Security to bring forward the necessary legislative changes to ensure implementation of these notice periods is effective by 1st June 2025.
