Standing Order 55A – remote participation

THE STATES, with reference to their Act dated 14th September 2021, in which they had agreed that, notwithstanding Standing Order 55A(1), members who did not wish to attend in the States Chamber might continue to take part in States meetings using Microsoft Teams (until the States had considered and voted upon a proposition to re-apply Standing Order 55A(1) or to repeal or vary the terms of the Standing Order), assembled in accordance with Standing Order 55A with members able to participate remotely using Microsoft Teams. Offshore Wind P.82/2023

THE STATES, resuming consideration of the proposition of the Minister for the Environment entitled Offshore Wind' (P.82/2023), and an amendment proposed by Deputy David James Warr of St. Helier (P.82/2023 Amd.), rejected the amendment that a new paragraph (c) be inserted as follows and the subsequent paragraph re-designated accordingly –

"to request the Council of Ministers to work in partnership with Jersey Electricity PLC during all stages of the development of an offshore wind farm, including (but not limited to) the establishment of processes for engaging third-party developers and the utilisation of the Company's sector knowledge, expertise and French contractual relationships to ensure that risks are managed appropriately in the provision of any offshore wind energy solution and that benefits realised; and"

THE STATES, adopting the proposition of the Minister for the Environment entitled Offshore Wind' (P.82/2023), agreed that –

  1. Jersey should pursue the opportunities arising from the development of an offshore wind farm in the south west of its territorial waters;
  2. development of up to around 1000MW in provision should be encouraged in order to meet the needs of Islanders, to power the Island's future economy and to create energy for export; and
  3. requested the Council of Ministers to bring forward appropriate policy and legislation before the end  of  2024  to  set  in  place  a  process  to  lease,  provide  consent  for,  regulate  and  safely decommission a wind farm.
