Standing Order 55A – remote participation

THE STATES, with reference to their Act dated 14th September 2021, in which they had agreed that, notwithstanding Standing Order 55A(1), members who did not wish to attend in the States Chamber might continue to take part in States meetings using Microsoft Teams (until the States had considered and voted upon a proposition to re-apply Standing Order 55A(1) or to repeal or vary the terms of the Standing Order), assembled in accordance with Standing Order 55A with members able to participate remotely using Microsoft Teams. The following Members attended remotely, either for all or part of the meeting –

In accordance with the Act of the States dated 17th January 2024, elected Members absent from Jersey as a result of any travel arrangement made prior to the date on which Vote of No Confidence: Chief Minister' (P.1/2024) had been lodged were permitted to participate remotely.

The Chief Minister designate announced, in the order in which he wished the States to vote on them, his intended nominations for Ministerial office and his proposals as to the Ministerial office to which each nominee would be assigned, as follows –

THE STATES, in accordance with Standing Order 117, appointed Ministers as follows.

Minister for Health and Social Services

Deputy Thomas John Albert Binet of St. Saviour was nominated by the Chief Minister designate.

In accordance with Standing Order 117(5), the candidate made a speech and was questioned. Once the period of questions had concluded, there being no other nominations, the Bailiff declared that Deputy Thomas John Albert Binet of St. Saviour had been duly elected as Minister for Health and Social Services.

Minister for Justice and Home Affairs

Deputy Mary Rose Le Hegarat of St. Helier North was nominated by the Chief Minister designate.

In accordance with Standing Order 117(5), the candidate made a speech and was questioned. Once the period of questions had concluded, there being no other nominations, the Bailiff declared that Deputy Mary Rose Le Hegarat of St. Helier North had been duly elected as Minister for Justice and Home Affairs.

Suspension of Meeting

The Bailiff , following the election of the Minister for Justice and Home Affairs, suspended the meeting for a period of 10 minutes, in accordance with Standing Order 46, in order that a noise disturbance in the States Chamber might be addressed.

Minister for Children and Education

The Connétable of St. Peter was nominated by the Chief Minister designate.

In accordance with Standing Order 117(5), the candidate made a speech and was questioned. Once the period of questions had concluded, there being no other nominations, the   Bailiff declared that the Connétable of St. Peter had been duly elected as Minister for Children and Education.

Minister for Housing and Communities

Deputy Samuel Yves Mézec of St. Helier South was nominated by the Chief Minister designate. Deputy David James Warr of St. Helier South was nominated by Deputy Sir Philip Martin Bailhache of St. Clement .

In accordance with Standing Order 117, each candidate made a speech and was questioned prior to a recorded vote being taken.

The Bailiff accordingly declared that Deputy Samuel Yves Mézec of St. Helier South had been duly elected as Minister for Housing and Communities.

Minister for Social Security

Deputy Lyndsay  Victoria Feltham of St. Helier Central was  nominated by the  Chief Minister designate.

In accordance with Standing Order 117(5), the candidate made a speech and was questioned. Once the period of questions had concluded, there being no other nominations, the Bailiff declared that Deputy Lyndsay Victoria Feltham of St. Helier Central had been duly elected as Minister for Social Security.

Changes in Presidency

The Bailiff retired from the Chair following the election of the Minister for Social Security and the meeting resumed following the lunch adjournment under the Presidency of Mrs. Lisa-Marie Hart , Greffier of the States.

Minister for International Development

Deputy Carolyn Fiona Labey of Grouville and St. Martin was nominated by the Chief Minister designate.

In accordance with Standing Order 117(5), the candidate made a speech and was questioned. Once the period of questions had concluded, there being no other nominations, the Presiding Officer declared that Deputy Carolyn Fiona Labey of Grouville and St. Martin had been duly elected as Minister for International Development.

Minister for Infrastructure

The Connétable of St. John was nominated by the Chief Minister designate.

In accordance with Standing Order 117(5), the candidate made a speech and was questioned. Once the period of questions had concluded, there being no other nominations, the Presiding Officer declared that the Connétable of St. John had been duly elected as Minister for Infrastructure.

Changes in Presidency

Mrs. Lisa-Marie Hart , Greffier of the States, retired from the Chair following the election of the Minister for Infrastructure and the meeting continued under the Presidency of the Deputy Bailiff .

Minister for the Environment

Deputy Stephen George Luce of Grouville and St. Martin was nominated by the Chief Minister designate.

In accordance with Standing Order 117(5), the candidate made a speech and was questioned. Once the period of questions had concluded, there being no other nominations, the Deputy Bailiff declared that Deputy Stephen George Luce of Grouville and St. Martin had been duly elected as Minister for the Environment.

Minister for Sustainable Economic Development

Deputy Kirsten Francis Morel of St. John , St. Lawrence and Trinity was nominated by the Chief Minister designate.

In accordance with Standing Order 117(5), the candidate made a speech and was questioned. Once the period of questions had concluded, there being no other nominations, the Deputy Bailiff declared that Deputy Kirsten Francis Morel of St. John , St. Lawrence and Trinity had been duly elected as Minister for Sustainable Economic Development.

Minister for Treasury and Resources

Deputy Margaret Elaine Millar of St. John , St. Lawrence and Trinity was nominated by the Chief Minister designate.

In accordance with Standing Order 117(5), the candidate made a speech and was questioned. Once the period of questions had concluded, there being no other nominations, the Deputy Bailiff declared that Deputy Margaret Elaine Millar of St. John , St. Lawrence and Trinity had been duly elected as Minister for Treasury and Resources.

The Deputy Bailiff retired briefly from the Chamber during the election of the Minister for External Relations and the meeting continued under the Presidency of Mr. William John Charles Millow , Deputy Greffier of the States, until the Deputy Bailiff 's return.

Council of Ministers – constitution under States of Jersey Law 2005

The Deputy Bailiff advised members that, with all Ministers having been selected, the Chief Minister and Council of Ministers had been formally appointed to office in accordance with Article 19 of the States of Jersey Law 2005.
