Water Pollution (Water Management) (Jersey) Order 2020.
This Order designates Water Management Areas and imposes restrictions and requirements on business activities or operations for the purpose of minimising the risk of water pollution.
Article 1 defines 2 terms used in the Order.
Article 2 designates all land in Jersey as one of 8 Water Management Areas which are described in the Schedule.
Article 3 provides for the scope of the restrictions and requirements imposed by the rest of the Order. Article 4 imposes requirements as to the storage of fertilisers.
Article 5 imposes requirements as to the use or planned use of fertilisers on any land, requiring 2 separate plans to be produced for the purposes of minimising the risk of water pollution.
Article 6 requires equipment for the application of fertiliser to be maintained in a good state of repair and in the case of mechanical equipment for it to be calibrated at least once a year.
Article 7 imposes restrictions as to the quality and concentration of certain types of fertiliser and where and when certain fertilisers may be applied.
Article 8 is concerned with the cultivation and management of land and requires the production of a soil protection plan.
Article 9 sets out the requirements for the keeping of plans and records.
Article 10 provides for the name of the Order and its commencement.
The Order was made on 26th February 2020 and comes into force in accordance with Article 10.

Water Pollution (Water Quality) (Jersey) Order 2020.
This Order identifies and classifies controlled waters and sets objectives for their quality under powers set out in Article 12 of the Water Pollution (Jersey) Law 2000.
Article 1 introduces Schedule 1, which lists a number of controlled waters according to their uses and amenity and Schedule 2, which lists surface water and groundwater used for drinking water abstraction.
Article 2 sets out the water quality objectives. In the case of surface waters and groundwater listed in Schedule 1, water quality must not deteriorate from 2014 levels. In the case of the controlled waters listed in Schedule 2, there are more specific requirements in terms of concentration of nitrates and pesticides. Testing is done at various sentinel sites which are listed in Schedule 3.
Article 3 imposes requirements on the Minister for the Environment to monitor the extent of achievement of water quality objectives.
Article 4 names the Order and provides for its commencement.
The Order was made on 26th February 2020 and came into force on 4th March 2020.

This Order amends the EU Legislation (Sanctions – Somalia) (Jersey) Order 2014 to give effect to Council Regulation (EU) 2020/169 of 6 February 2020 (OJ L 36, 7.2.2020, p. 1) amending Regulation (EC) No 147/2003 concerning restrictive measures in respect of Somalia. Among other changes, the amendment adds a prohibition related to the supply (without prior authorisation) of listed components that can be used for improvised explosive devices.
The Order was made on 26th February 2020 and came into force on 27th February 2020.

- explain how, if background material to the 29 efficiencies listed in R.130/2019 "is largely in the public domain", suggesting that there is no further such material of relevance, there exists a meaningful audit trail for the decisions underpinning these efficiencies;
- explain how his statement that the obligations arising from the adoption of P.88/2019 require him to publish a 6-monthly assessment of the efficiencies is consistent with the wording of the proposition to request the "the Scrutiny Liaison Committee [] to undertake, commission or oversee detailed 6-monthly assessments";
- explain what is intended with the development of "a sustainable wellbeing impact assessment" that may be applied to existing efficiencies and those for 2021 to 2024;
