Road Traffic (Parking) (General Provisions and Penalties) (Jersey) Order 2021. Minister for Infrastructure.
This Order brings together a number of provisions concerned with parking into a single Order. Part 1 and Article 1 contain the definitions.
Part 2 is concerned with parking on roads and contains parking provisions moved and standardized from the various Parish Orders. Division 1 is concerned with paying parking places on roads and sets out the general conditions applicable to parking in such places, the charges for parking there and the moving of vehicles incorrectly parked or in an emergency. Division 2 makes general provision for disc parking on roads and the applicable conditions.
Part 3 introduces penalty charges for certain parking contraventions, payable by the registered owner of the relevant vehicle to the enforcement authority. The maximum penalty that may be imposed is £200 with power for the enforcement authority to set the amount subject to that maximum, after giving one month's notice of the charges in the Jersey Gazette, and to set a discounted rate for early payment. If payment is not made within the 21-day payment period, unless challenged and if challenged not cancelled, the enforcement authority may recover the amount of the penalty charge as a debt (Article 9).
Article 10 sets out the procedure for issuing a penalty charge notice and Article 11 sets out how a penalty charge may be challenged by referring it to a parking adjudicator appointed by the enforcement authority.
Article 12 deals with the situation where an enforcement authority seeks to recover the amount of the penalty charge by bringing proceedings in the Petty Debts Court.
Part 4 contains miscellaneous provisions. Article 13 preserves the old law in the case of parking contraventions occurring before the commencement of the Order. Article 14 introduces the Schedule which contains a large number of consequential provisions. They mainly relate to the revoking of parking provisions in the various Parish Orders as a consequence of the new standardized provisions. Adjustments are also made to the Order dealing with parking by disabled persons and to the Orders relating to public parking places and Sand Street Car Park as a result of the new penalty charge regime.
Article 15 provides for the citation of the Order and its commencement on 1st February 2022.

Road Traffic (Speed Limits) (Amendment No. 14) (Jersey) Order 2021. Minister for Infrastructure.
This Order amends the Road Traffic (Speed Limits) (Jersey) Order 2003 by making changes to the roads in St. Saviour which are subject to speed limits of 30 miles per hour and 20 miles per hour. The speed limit in approximately 40 roads will be reduced to 30 miles per hour and the speed limit in approximately 27 roads will be reduced to 20 miles per hour.
The Order comes into force the day after the day it is made.
The Order was made on 5th November 2021 and came into force on 6th November 2021.

Lodging Houses (General Provisions) (Amendment No. 23) (Jersey) Order 2021. Minister for Housing and Communities.
This Order amends the Lodging Houses (General Provisions) (Jersey) Order 1962 to increase the fee to accompany an application for registration, or renewal of registration, of a lodging house. The new fee is £14.71 in respect of each person aged 5 years and over who will occupy the property. This is an increase of 2.5% from the current fee of £14.35 per person.
This Order comes into force on 1st December 2021.
The Order was made on 17th November 2021 and comes into force on 1st December 2021.

Long-Term Care (Benefits) (Amendment No. 10) (Jersey) Order 2021. Minister for Social Security.
This Order amends the Long-Term Care (Benefits) (Jersey) Order 2014 to increase, by approximately 3.3%, –
• the rates of long-term care benefit for weekly standard care costs for long-term care (specified in Article 8 of that Order);
• the amounts that a person must pay towards the weekly costs of living in an approved home and for incidental expenses (specified in Article 9 of that Order);
• the amounts that a person must pay towards the person's standard care costs before the person qualifies to receive a long-term care benefit for standard care costs (specified in Article 10 of that Order);
• the amount that may be loaned to a person to enable the person to pay the costs of living in an approved home (specified in Article 12 of that Order).
The Order comes into force on 1st January 2022.
