This Order amends the Long-Term Care Services (Health and Social Services Charges) (Jersey) Order 2014 to increase, by approximately 3.3%, the charges specified in that Order for care services provided in a care home or group home.
This Order comes into force on 1st January 2022.

Misuse of Drugs (Miscellaneous Amendments) (No. 9) (Jersey) Order 2021. Minister for Health and Social Services.
The Misuse of Drugs (Miscellaneous Amendments) (No. 9) (Jersey) Order 2021 makes amendments to the Schedule to the Misuse of Drugs (Designation) (Jersey) Order 1989 and to the Misuse of Drugs (General Provisions) (Jersey) Order 2009. In particular –
Article 1 amends the Schedule to the Misuse of Drugs (Designation) (Jersey) Order 1989 to remove references to cannabis.
Article 2 provides that Articles 3 to 14 amend the Misuse of Drugs (General Provisions) (Jersey) Order 2009 (the "2009 Order").
Article 3 amends Article 1(1) of the 2009 Order to add a definition of various registered independent prescribers that are not medical doctors, being a nurse independent prescriber, paramedic independent prescriber, pharmacist independent prescriber, physiotherapist independent prescriber, podiatrist independent prescriber or therapeutic radiographer independent prescriber.
Article 4 amends Article 4 of the 2009 Order to provide that a person possessing a Schedule 2-5 drug prescribed by a registered independent prescriber may give the drug to a doctor, dentist or pharmacist for destruction.
Article 5 amends Article 5 of the 2009 Order to provide that certain registered independent prescribers may administer certain drugs.
Article 6 amends Article 6 of the 2009 Order to provide that certain registered independent prescribers may compound certain drugs.
Article 7 amends Article 7 of the 2009 Order to provide that certain registered independent prescribers may possess certain drugs.
Article 8 amends Article 13 of the 2009 Order to provide that a pharmacist independent practitioner may receive or sign a requisition for a controlled drug.
Article 9 amends Article 17 of the 2009 Order to provide that a non-Jersey prescriber may issue a prescription for a controlled drug provided that the person for whose treatment the prescribed drug is supplied is has a Jersey address.
Articles 10-13 make amendments to the 2009 Order to provide that registered independent practitioners are subject to requirements in relation to record-keeping and furnishing of information.
Article 14 amends the definition of "cannabis-based product for medicinal use" in Schedule 2 of the 2009 Order – this replicates the substance of paragraph 5 of Schedule 2 to the Misuse of Drugs (Designation) (Jersey) Order 1989 which is repealed by Article 1.
Article 15 gives the citation and provides that the Order will come into force 7 days after it is made. The Order was made on 24th November 2021 and came into force on 1st December 2021.

Covid-19 (Workplace Restrictions) (Amendment No. 14) (Jersey) Order 2021. Minister for Health and Social Services.
This Order amends the contract-tracing requirements of the Covid-19 (Workplace Restrictions) (Jersey) Order 2020. The exception to the requirement for visitors to food and drink premises to supply personal details that applies to take-away outlets now applies only where the visitor does not enter an indoor area of the premises other than to collect the food or drink (but not to order it, pay for it or wait for it to be ready for collection).
The change takes effect from 1st December 2021.

This Order amends the Covid-19 (Workplace Restrictions) (Jersey) Order 2020, to extend the restriction period to end at the end of Friday 31st December 2021.

Emergency Powers and Planning (Medicines and Vaccines – Covid-19 and Influenza) (Fifth Period) (Jersey) Order 2021.

This Order provides for the continuation of relaxed controls on medicines to facilitate a plan for vaccination against Covid-19. It is the fifth such Order, the previous Orders being as follows –
- Emergency Powers and Planning (Medicines and Vaccines – Covid-19 and Influenza) (Fourth Period) (Jersey) Order 2021 (in force from 5th September 2021 to end of 4th December 2021);
- Emergency Powers and Planning (Medicines and Vaccines – Covid-19) (Third Period) (Jersey) Order 2021 (in force from 5th June 2021 to end of 4th September 2021);
- Emergency Powers and Planning (Medicines and Vaccines – Covid-19) (Jersey) Order 2021 (in force from 5th March 2021 to end of 4th June 2021);
- Emergency Powers and Planning (Medicines and Vaccines – Covid-19 and Influenza) (Jersey) Order 2020 (in force from 5th December 2020 to end of 4th March 2021).
This Order also continues provision for vaccination against influenza on the basis that the time period overlaps with the annual influenza vaccination period.
The Order expires 3 months after it comes into force (under the Emergency Powers and Planning (Jersey) Law 1990 it cannot remain in force for longer unless renewed). As it comes into force on 5th December 2021 (to follow the expiry of the previous Order) it will therefore expire at the end of 4th March 2022.

Social Security (Home Carer's Allowance) (Amendment) (Jersey) Order 2021. Minister for Social Security.
The Social Security (Home Carer's Allowance) (Amendment) (Jersey) Order 2021 amends the Social Security (Home Carer's Allowance) (Jersey) Order 2012 (the "2012 Order") to provide that a carer is treated as regularly and substantially engaged in caring for a person in Jersey even if the cared for person receives up to an aggregate of 42 days' respite care in a care year (as defined in the 2012 Order). The Order also amends the requirement that, in order to be eligible for the allowance for a week, a carer's earnings for that week must not exceed 75% of the lower weekly earnings limit, to instead provide that, to be eligible for the allowance, a carer must not work in excess of 15 hours in the relevant week. The Order comes into force 7 days after it is made.
The Order was made on 2nd December 2021 and came into force on 9th December 2021.

This Order amends the Regulation of Care (Fees) (Jersey) Order 2018 to uprate, in line with inflation, the fees for which that 2018 Order makes provision. The fees will each increase by 2.5% on 1st January 2022, when this Order takes effect. (The fees were previously increased with effect from 1st January 2021.)

In accordance with Standing Order 104A, a time limit of 15 minutes applies to speeches made during debate, unless discretion has been exercised to allow for a longer, or shorter, time limit. No time limit applies to either speech made by the proposer.
Discretion is exercised by the Presiding Officer in accordance with guidance issued by the Bailiff , following consultation with the Privileges and Procedures Committee.
