Medicines (Health Professionals – Exemption) (Amendment) (Jersey) Order 2023. Minister for Health and Social Services.
This Order amends the Medicines (Health Professionals – Exemption) (Jersey) Order 2001 (the "2001 Order") to –
- correct references to "medical product" to the intended term "medicinal product" (Article 1(2));
- expand the bodies able to authorise a relevant health professional to sell, supply or administer a medicinal product from the Department of Health and Social Services to any administration of the States (Article 1(3));
- expand the definition of "relevant health professional" to cover all health professionals working in that capacity for an administration of the States under –
- a contract of employment with the States Employment Board;
- a contract for services for an administration of the States;
- a contract of employment with, or for services for, an agency that has contracted with an administration of the States for the provision of services; or
- a contract of employment with, or for services for, an organisation that has entered into an agreement with an administration of the States to sell, supply or administer a medicinal product in accordance with the 2001 Order.
This Order comes into force the day after it is made.

Road Traffic ( St. Lawrence ) (Amendment No. 27) (Jersey) Order 2023. Minister for Infrastructure.
This Order amends the Road Traffic ( St. Lawrence ) (Jersey) Order 1990 (the "1990 Order"). Article 1 provides that this Order amends the 1990 Order.
Article 2 amends Article 2 of the 1990 Order to insert a new definition of "parking" which applies to the whole of the 1990 Order.
Article 3 deletes the definition of "parking" from Article 8(1). The deleted definition applied only to Part 3 of the 1990 Order.
Article 4 amends Part 1 of Schedule 3 to add entries relating to the prohibition of waiting on specified parts of La Rue de Haut and La Route de St. Jean.
Article 5 adds an item to Part 3 of Schedule 5 to prohibit vehicles exceeding 6 feet and 6 inches wide from using a specified part of Sandybrook Lane.
Article 6 amends Schedule 7 in relation to the prohibition of vehicles parking on specified roads for more than 12 hours in any 24-hour period. The prohibition is extended on parts of La Route de St. Jean and removed from parts of La Rue de Haut (which become subject to disc parking under the amendments made by Article 7).
Article 7 inserts an item into Schedule 8 relating to disc parking on La Rue de Haut.
Article 8 gives the title of the Order and provides for it to come into force on 10th July 2023. The Order was made on 4th July 2023 and came into force on 10th July 2023.

Road Traffic ( St. Helier ) (Amendment No. 40) (Jersey) Order 2023. Minister for Infrastructure.
This Order amends Article 32 of the Road Traffic ( St. Helier ) (Jersey) Order 1996 to increase the fees payable for residential and business parking permits. Article 32 was last amended in June 2021. The changes are as follows:
• the fee for an annual resident's parking permit for the Cheapside, St. Mark's or St Thomas's Zone is increased from £326.81 to £401.15;
• the fee for an annual resident's parking permit for the Richmond Road Zone is increased from £162.37 to £199.98;
• the fee for an annual business parking permit for any one zone is increased from £242.80 to £295.84.
The Order was made on 6th July 2023 and came into force on 13th July 2023.

Motor Traffic (Cabs –Fares and Charges) (Amendment No. 5) (Jersey) Order 2023. Minister for Infrastructure.
This Order amends the Motor Traffic (Cabs – Fares and Charges) (Jersey) Order 2017 to increase the maximum hire charge for the hire of a cab. The weight adjusted average of the increases is 12.1%.
The Order was made on 12th July 2023 and came into force on 17th July 2023.

Education (Grants and Allowances) (Amendment No. 5) (Jersey) Order 2023.

This Order amends the Education (Grants and Allowances) (Jersey) Order 2018 (the "Grants Order") to provide that students with relevant assets of more than £500,000 are deemed to have relevant income of £200,000 or more for the purposes of an award of a maintenance grant or a clinical component grant, as well as a tuition fees grant. Under the Grants Order, as recently amended by the Education (Grants and Allowances) (Amendment No. 4) (Jersey) Order 2023 (the "No. 4 Order"), assets exceeding £500,000 are deemed to equate to £200,000 or more of relevant income only in respect of an award of a tuition fees grant. This amendment restores the intended policy to the position it was before the Grants Order was amended by the No. 4 Order.
This Order also amends Article 12 of the Grants Order to define the term "clinical component grant". This Order comes into force on the day after it is made.

- in order to allow for further international comparisons, agree to research and publish data from a range of countries on relative low income in those jurisdictions after housing costs; and

In accordance with Standing Order 104A, a time limit of 15 minutes applies to speeches made during debate, unless discretion has been exercised to allow for a longer, or shorter, time limit. No time limit applies to either speech made by the proposer.
Discretion is exercised by the Presiding Officer in accordance with guidance issued by the Bailiff , following consultation with the Privileges and Procedures Committee.
