Marriage and Civil Partnership (2025 Fees) (Jersey) Amendment Order 2024. Minister for Justice and Home Affairs.
This Order –
• increases by 2.5% certain fees prescribed by the Marriage and Civil Status (Jersey) Order 2018 (the "2018 Order") (Article 2) and the Civil Partnership (Procedures, Special Circumstances and Approved Locations) (Jersey) Order 2023 (the "2023 Order") (Article 4); and
• introduces 2 new fees in the 2018 and 2023 Orders in respect of –
- the provision of a live video streaming service of marriage and civil partnership ceremonies; and
- written correspondence by the Superintendent Registrar, in the discharge of their functions, with immigration officers in Jersey or other jurisdictions, or persons or bodies in other jurisdictions responsible for the maintenance of public records of the formation and dissolution of marriages and civil partnerships or for the registration of births and deaths.
The fees increased by Articles 2 and 4 were last increased with effect from 1 January 2024. The Order was made on 25 November 2024 and comes into force on 1 January 2025.
Sanctions and Asset-Freezing (Implementation of External Sanctions) (Jersey) Amendment Order 2024. Minister for External Relations.
This Order amends the Sanctions and Asset-Freezing (Implementation of External Sanctions) (Jersey) Order 2021.
Article 1 amends Schedule 1, which sets out the sanctions instruments of the United Kingdom that have effect in Jersey. It removes the entry for Burundi, and it makes an amendment to the entry for the Democratic People's Republic of Korea to reflect the renumbering of a provision in the Democratic People's Republic of Korea (Sanctions) (EU Exit) Regulations 2019 (S.I. 2019/411) that takes effect on 5 December 2024.
Article 2 gives the name of this Order and states that it comes into force on 5 December 2024. The Order was made on 3 December 2024 and came into force on 5 December 2024.

- The Minister for Health and Social Services tabled an answer on 25th November 2024 to the following question asked by Deputy J. Renouf of St. Brelade –
"Will the Minister provide the latest estimates for the gross internal area and the number of beds to be provided within each of the planned hospital facilities –
- Overdale;
- Enid Quenault Health and Wellbeing Centre;
- Kensington Place/Gloucester Street; and
- St. Saviour Health Village?"
- The Minister for Justice and Home Affairs tabled an answer on 25th November 2024 to the following question asked by Deputy M. Tadier of St. Brelade –
"Will the Minister advise what mechanisms are in place to ensure anti-terrorism laws are not misused to hinder free speech?"
- The Minister for Housing tabled an answer on 25th November 2024 to the following question asked by Deputy D.J. Warr of St. Helier South –
"Further to the November House Price Index report which cited a 2% drop in advertised private sector rental prices during the year ending Quarter 3 2024 compared with the year ending Quarter 3 2023, will the Minister advise –
- whether social housing sector rents will lower in line with the private sector;
- what, in his assessment, will the implications be for social housing tenants currently paying 80% market rent when private sector rental prices are falling;
- the financial implications for Andium Homes of a falling rental market; and
- the number of households in the social housing rental sector likely to benefit from a falling rental market?"
- The Minister for Justice and Home Affairs tabled an answer on 2nd December 2024 to the following question asked by Deputy M.B. Andrews of St. Helier South –
"Will the Minister advise whether she is considering any changes in policies or procedures in light of the recent verdict that found two Jersey paramedics guilty of not providing reasonable care; and if not, why not?"
- The Chair of the Privileges and Procedures Committee tabled an answer on 2nd December 2024 to the following question asked by Deputy M.R. Scott of St. Brelade –
"In relation to the Privileges and Procedure Committee's Comments to P.75/2023, specifically the request that the States Greffe record and publish attendance levels at all training sessions for States Members, will the Chair –
- state what response, if any, she received to her request;
- advise where this information is published or, if it is not yet published, where and when it will be published; and
- indicate the attendance levels at any training sessions delivered during the current term of office relating to ethical conduct, data protection, and cybersecurity?"
- The Chief Minister tabled an answer on 2nd December 2024 to the following question asked by Deputy R.S. Kovacs of St. Saviour –
"Further to Written Question 412/2024 regarding the Chief Minister's Pilot Project Fund, and the allocation of £347,000 to Oceanslab (yacht sponsorship) in 2023, will the Chief Minister advise –
- who applied for the funding;
- what the application process entailed;
- whether a cost benefit analysis was carried out and if so, what the results were; and
- what benefits, if any, Jersey and the local community have gained, or are expected to gain from this project?"

In accordance with Standing Order 104A, a time limit of 15 minutes applies to speeches made during debate, unless discretion has been exercised to allow for a longer, or shorter, time limit. No time limit applies to either speech made by the proposer.
Discretion is exercised by the Presiding Officer in accordance with guidance issued by the Bailiff , following consultation with the Privileges and Procedures Committee. The current guidance was presented to the States in the report Time Limits on Speeches in Debates: Guidance on the Exercise of Discretion' (R.3/2021). The report states that discretion may be exercised to allow for a longer speech than 15 minutes where the member speaking is designated as the main respondent' to the debate.
